Ray Chandler, Rachel Chandler, and Midland Casting

Snapshot

The name “Ray Chandler” appears in released Epstein related records, but the evidence requires careful handling.

Two nearly identical documents record an anonymous hotline allegation claiming that “Rachel and Ray Chandler” recruited minor females for Jeffrey Epstein and Ghislaine Maxwell. The documents describe Ray Chandler as an adult male.

However, the released records do not identify Ray Chandler conclusively, explain Ray’s relationship to Rachel Chandler, provide corroborating witnesses, document an investigative finding, or connect a verified Ray Chandler business to Epstein.

Public fashion records also use “Ray Chandler” as a casting credit alongside Rachel Chandler. It is unclear whether this represents a separate person, an abbreviated name, an erroneous credit, or another form of duplication.

Rachel Chandler is a photographer and casting director who cofounded Midland Management and Casting with Walter Pearce in 2016. Midland has worked with major fashion brands and publications. No released corporate record, financial document, flight log, court judgment, or verified law enforcement finding reviewed for this article establishes that Midland was funded by Epstein, operated for Epstein, or supplied victims to Epstein.

The most important conclusion is simple: the records prove that federal authorities received allegations involving the Chandler names. They do not prove that those allegations were substantiated.

Why This Page Exists

The Chandler story sits at the intersection of three very different records:

  1. Authentic government documents showing that tips were received
  2. Publicly documented work in fashion, casting, photography, and model management
  3. Internet claims that frequently treat anonymous allegations as established fact

Those categories cannot be merged.

An authentic FBI or trafficking hotline document proves that a report entered a government system. It does not prove that the caller had direct knowledge, that investigators verified the information, or that the named person committed a crime.

That distinction is especially important because Rachel Chandler became the subject of extensive QAnon, Pizzagate, Balenciaga, and Epstein conspiracy content. Some posts presented unrelated photographs, fashion imagery, and social connections as proof of trafficking without producing corroborating evidence.

Who Is Rachel Chandler?

Rachel Chandler is an American photographer, casting director, and model scout.

According to Chandler’s professional biography, she has worked in photography, fashion casting, and brand identity. Her public portfolio describes a practice combining established agency models with people discovered through street casting.

In September 2016, Chandler and Walter Pearce founded Midland Management and Casting.

Midland’s official history says Chandler and Pearce met through work associated with Hood by Air. Chandler was receiving casting requests from designers, while Pearce had experience scouting unconventional talent through fashion and social networks.

Their company developed two related operations:

  1. Midland Casting, which selected talent for fashion shows, campaigns, and editorial projects
  2. Midland Management, which represented models and other creative talent

W Magazine’s 2016 profile described Midland’s focus on unconventional models, artists, musicians, and people who were not always represented by traditional agencies.

The New Yorker’s 2018 profile examined Chandler and Pearce’s casting work for Eckhaus Latta and explained how Midland combined professional models with nonprofessional participants.

These sources establish Chandler’s professional role. They do not establish an Epstein relationship.

Who Is This Ray Chandler?

The identity of Ray Chandler is not resolved by the released evidence.

The anonymous hotline documents describe Ray Chandler as an adult male and list Ray alongside Rachel Chandler. No date of birth, confirmed occupation, corporate registration, photograph, or independently verified biographical record is supplied.

Fashion databases also contain casting credits under the name Ray Chandler.

A Models.com record for Marni’s 2019 show credits Rachel Chandler, Ray Chandler, and Walter Pearce as casting directors through Midland Casting.

A Tagwalk record for an Eckhaus Latta 2017 collection credits Rachel Chandler and Ray Chandler.

These credits establish that the name appeared in fashion databases. They do not establish that this Ray Chandler is the person described by the anonymous caller.

Rachel Chandler’s official professional biography identifies Midland’s founders as Rachel Chandler and Walter Pearce. It does not identify Ray Chandler as a founder.

The current public record therefore leaves several possibilities:

  1. Ray Chandler may be a separate person associated with casting work.
  2. Ray may have been used as an abbreviated or alternate name.
  3. A fashion database may have duplicated or misclassified a credit.
  4. The anonymous caller may have misidentified the person.

No responsible conclusion can go further without additional records.

The Anonymous Trafficking Hotline Report

The clearest Epstein related appearance of the name comes from an anonymous hotline report.

The report alleged that Rachel and Ray Chandler recruited minor females for Epstein and Maxwell. It also stated that the method of recruitment was unknown and expressed uncertainty about whether any recruitment was continuing.

The document itself repeatedly signals the caller’s lack of specific information. It does not identify a victim, a recruitment date, a transaction, a modeling assignment, a payment, a location where Epstein met a recruited person, or a firsthand witness to recruitment.

EFTA01653651 preserves the fuller version of the hotline report. It proves that an anonymous caller made the allegation and that the information was recorded. It does not prove that Rachel Chandler, Ray Chandler, or Midland recruited anyone for Epstein.

EFTA01653654 contains a substantially overlapping copy of the same report and related forwarding communications. It also says the alleged link between Rachel Chandler and Maxwell was based on a photograph. This document confirms circulation of the tip within official channels. It is not an independent witness or a second corroborating report.

These files should be treated as two copies from the same allegation chain, not as proof that two separate sources confirmed the claim.

What the Hotline Document Is Missing

The report contains none of the evidence normally needed to substantiate a trafficking allegation.

It does not provide:

  1. The name of an alleged victim
  2. A statement from an alleged victim
  3. A recruitment communication
  4. A contract or casting record
  5. A financial payment
  6. A flight record
  7. A calendar entry
  8. An Epstein address book entry identifying Ray Chandler
  9. A verified visit to an Epstein property
  10. A photograph with reliable date and location information
  11. A law enforcement conclusion
  12. A criminal charge or civil judgment

The absence of these items does not prove that the caller was wrong. It means the released document cannot establish that the caller was right.

The 2019 FBI Tip About Online Images

A separate report was submitted to the FBI National Threat Operations Center in August 2019.

The tipster directed the FBI to Rachel Chandler’s Tumblr account and alleged that an image depicted an underage boy in an inappropriate context. The tip also referred to a photograph of Chandler with former President Bill Clinton on an aircraft.

EFTA01249547 preserves the submitted tip. It proves that a named person sent the allegation to the FBI. It does not establish that the image was illegal, that the person depicted was a minor, that Chandler created the image, or that the aircraft belonged to Epstein.

No investigative finding attached to the released tip confirms that the reported image constituted child sexual abuse material.

The document is therefore evidence of reporting, not evidence of a verified offense.

The Photograph With Bill Clinton

A photograph showing Rachel Chandler near Bill Clinton on an aircraft became central to online claims about Chandler.

Internet posts frequently described the aircraft as Epstein’s plane. Public reporting has instead identified the photograph with travel associated with billionaire Ron Burkle’s aircraft.

The image was public years before the later conspiracy claims. Its existence establishes that Chandler and Clinton were photographed on an aircraft. It does not establish that the aircraft belonged to Epstein or that the photograph was taken during travel to Little St. James.

This distinction matters because a false aircraft identification became the foundation for several later claims.

A photograph is useful evidence only when researchers can establish:

  1. Who appears in it
  2. Who created it
  3. When it was created
  4. Where it was created
  5. Who owned or operated the location or aircraft
  6. Whether the accompanying caption is original

Without that information, a photograph may document proximity while proving very little about conduct.

The 2020 FBI Tips

Additional tips concerning Rachel Chandler reached the FBI in July 2020.

EFTA01245040 records an anonymous online submission concerning Chandler and references previously reported address information. The document proves the FBI received another allegation. The available text does not show that investigators verified an Epstein connection.

EFTA01249179 records a caller’s claim that Chandler appeared to be hiding and was connected with Epstein. The caller described seeing Chandler with artist Nate Lowman and their child. The account is the caller’s interpretation of an encounter. It does not document a crime, trafficking activity, or an investigative finding.

The ordinary behavior described in the report, including leaving a location with family members, cannot independently substantiate an allegation of trafficking.

The Alleged Maxwell Photograph

The hotline forwarding communication states that Chandler and Maxwell were believed to be connected because a photograph showed them together.

A photograph of two people at the same event can establish social proximity. It cannot establish a trafficking partnership without additional evidence.

EFTA01653654 is important because it reveals the stated basis for the alleged connection. The document indicates that the source relied on a photograph. It does not provide evidence showing recruitment, payment, transportation, coercion, or communications between Chandler and Maxwell.

This is a recurring problem in Epstein research. A photograph may justify further inquiry, but it cannot carry conclusions that the image itself does not support.

Midland Management and Casting

Midland was founded in 2016, years after the period at the center of the Palm Beach investigation and after Epstein’s 2008 conviction.

The company has publicly described its work as casting, model management, creative research, and brand development.

Its published client history includes fashion houses, retailers, designers, and publications such as:

  1. Gucci
  2. Marni
  3. Miu Miu
  4. Comme des Garçons
  5. Fenty
  6. Adidas
  7. Gap
  8. Nordstrom
  9. Telfar
  10. Eckhaus Latta
  11. Hood by Air
  12. Proenza Schouler
  13. T Magazine
  14. Dazed
  15. M Le Monde

These professional relationships do not connect the clients to Epstein. A company’s appearance in Midland’s portfolio means that Midland performed casting or related work for that client. It does not establish that the client knew about the anonymous allegations or had any relationship with Epstein.

No verified evidence reviewed for this article establishes that Epstein invested in Midland, controlled Midland, paid Midland, or received models from Midland.

The Balenciaga Claims

Rachel Chandler’s name became widely associated online with Balenciaga after the fashion company faced criticism over controversial advertising imagery in 2022.

Some social media users claimed that Chandler recruited children for Balenciaga and connected those claims to Epstein. Other posts asserted that Midland models looked like trafficking victims based solely on their appearance.

Appearance is not evidence of victimization. Dark makeup, unconventional styling, fashion photography, age ambiguity, or an uncomfortable artistic presentation cannot establish that a person was trafficked.

Chandler’s documented work in fashion does not prove an Epstein connection. Balenciaga’s separate advertising controversy does not prove that Chandler or Midland participated in trafficking.

No criminal charge, survivor statement, financial record, employment document, or verified investigative finding reviewed for this article substantiates the claimed Epstein, Midland, and Balenciaga trafficking network.

No Verified Midland and MC2 Pipeline

Online posts have also claimed that Chandler or Midland supplied models to MC2 Model Management, the agency associated with Jean Luc Brunel.

Brunel’s documented relationship with Epstein is supported by witness accounts, financial records, photographs, travel records, and criminal proceedings in France.

That established history cannot be transferred automatically to every photographer, model scout, casting director, or agency operating in the fashion industry.

No primary record reviewed for this article establishes a trafficking partnership between Midland and MC2. No evidence file reviewed here shows Epstein directing Brunel to work with Rachel Chandler, Ray Chandler, or Midland.

If documentation proving such a relationship emerges, it should be evaluated on its own terms. Until then, the claimed Midland and MC2 pipeline remains unverified.

Branding, Casting, and Model Management Are Different Functions

Online discussions often collapse several fashion industry roles into the single word “recruiter.”

That creates confusion.

Branding involves shaping the public identity and visual presentation of a company or campaign.

Casting involves selecting people for a particular show, photograph, advertisement, or production.

Model management involves representing talent, negotiating work, and coordinating professional opportunities.

Street casting involves approaching people outside traditional agency systems because they fit the visual concept of a project.

Trafficking involves exploitation through force, fraud, coercion, or conduct involving minors that falls within applicable trafficking laws.

A person working in casting or model management is not, for that reason alone, engaged in trafficking. Evidence must connect the professional activity to exploitation.

What the Evidence Proves

The available evidence proves that:

  1. An anonymous caller accused Rachel and Ray Chandler of recruiting minors for Epstein and Maxwell.
  2. The allegation entered a trafficking hotline and government information system.
  3. The report described Ray Chandler as an adult male.
  4. The report admitted that the alleged recruitment method was unknown.
  5. The stated Maxwell connection relied at least partly on a photograph.
  6. Separate people submitted FBI tips concerning Rachel Chandler in 2019 and 2020.
  7. Rachel Chandler has a documented career in photography and fashion casting.
  8. Rachel Chandler and Walter Pearce founded Midland in 2016.
  9. Fashion databases contain some casting credits under the name Ray Chandler.
  10. Midland has worked with major fashion brands and publications.

What the Evidence Does Not Prove

The available evidence does not prove that:

  1. The hotline allegations were verified.
  2. Ray Chandler’s identity has been conclusively established.
  3. Ray Chandler and Rachel Chandler are separate people.
  4. Rachel Chandler recruited anyone for Epstein.
  5. Ray Chandler recruited anyone for Epstein.
  6. Midland supplied models or victims to Epstein.
  7. Epstein financed or controlled Midland.
  8. Midland operated with MC2 Model Management.
  9. A photograph with Maxwell proves a criminal relationship.
  10. The photograph with Bill Clinton was taken aboard Epstein’s aircraft.
  11. Fashion imagery proves that the people depicted were trafficking victims.
  12. Midland’s clients had any relationship with Epstein.
  13. Any Chandler or Midland representative has been convicted of an Epstein related offense.

Investigative Assessment

The released records justify documenting the Chandler allegations. They do not justify presenting those allegations as fact.

The strongest available Epstein related evidence consists of tips submitted by members of the public. The weakest part of those tips is the absence of direct sourcing. No alleged victim, firsthand recruitment witness, payment, contract, message, travel record, or corroborating corporate document is included.

The references to Ray Chandler raise an additional identification problem. Government files and fashion databases contain the name, but the available records do not establish that every appearance refers to the same person.

The appropriate classification is:

Documented government receipt of unverified third party allegations.

That classification preserves the evidence without laundering speculation into a factual conclusion.

Key Takeaways

  1. Ray Chandler appears in authentic released records, but the person’s identity remains unresolved.
  2. The central trafficking allegation came from an anonymous caller.
  3. An authentic tip document proves receipt of a claim, not verification of the claim.
  4. The released report offers no victim statement, payment record, communication, or investigative conclusion supporting the allegation.
  5. Rachel Chandler is a documented casting director and cofounder of Midland.
  6. No verified evidence reviewed for this article connects Midland’s operations to Epstein.
  7. Public fashion credits and photographs justify research, but they cannot prove trafficking.
  8. Claims involving Balenciaga, MC2, and Midland require evidence that has not been established in the released records reviewed here.
  9. Brands that hired Midland should not be described as Epstein related merely because they appear in Midland’s portfolio.
  10. This case demonstrates why Epstein research must distinguish evidence of an allegation from evidence supporting an allegation.
