Scott Borgerson is an American maritime technology entrepreneur, former United States Coast Guard officer, and the reported husband of Ghislaine Maxwell.

Borgerson entered Maxwell’s life years after the period covered by the federal charges that resulted in her conviction. There is no identified evidence that he participated in Jeffrey Epstein’s sexual abuse or trafficking operation.

His importance to the Epstein record comes from his later personal and financial relationship with Maxwell.

Released records connect Borgerson to joint tax filings with Maxwell, her investment in his CargoMetrics business, the Angara Trust, financial transfers, properties where Maxwell lived, and the efforts surrounding her 2020 bail applications.

Borgerson publicly denied dating Maxwell in 2019. Court proceedings later revealed that Maxwell had a husband, and financial records identify Scott G. Borgerson and Ghislaine Maxwell together. No publicly located marriage license has conclusively resolved when or where a legal marriage occurred.

Their relationship reportedly ended while Maxwell was in federal custody. No verified public divorce record has been identified.


Who Is Scott Borgerson?

Scott Gerald Borgerson is a former United States Coast Guard officer with experience in maritime operations, Arctic policy, international relations, shipping data, and financial technology.

He graduated from the United States Coast Guard Academy and served aboard Coast Guard vessels. His assignments included navigation, maritime law enforcement, search and rescue work, and command of a patrol boat.

Borgerson later studied at the Fletcher School of Law and Diplomacy at Tufts University, where he completed graduate work in international relations.

He also taught at the Coast Guard Academy and worked as a maritime policy scholar.

His professional background gave him access to government, academic, technology, shipping, environmental, and financial policy circles.


Maritime and Arctic Policy Career

Before founding CargoMetrics, Borgerson became known for research concerning Arctic shipping routes, maritime security, climate change, and emerging competition over polar resources.

He held a fellowship at the Council on Foreign Relations and published commentary on ocean governance and Arctic policy.

Borgerson also helped establish organizations focused on maritime studies and international discussion of Arctic affairs.

This work placed him within the same international ocean policy community in which Maxwell promoted the TerraMar Project.

The overlap in maritime and environmental interests appears to have provided the setting for their relationship.


CargoMetrics

Borgerson cofounded CargoMetrics Technologies in 2010.

The company used shipping information, satellite signals, cargo movements, and other maritime data to analyze global trade. Its stated objective was to transform physical shipping activity into information useful to traders, investors, and commercial organizations.

CargoMetrics attracted substantial financial backing and was valued at approximately $100 million during Borgerson’s leadership.

Borgerson served as the company’s chief executive and public representative. He stepped down from CargoMetrics in 2020 as attention surrounding his relationship with Maxwell intensified.

Released financial records establish that Maxwell invested in CargoMetrics and held interests connected to the company’s funds.


Meeting Ghislaine Maxwell

Borgerson and Maxwell appear to have met through ocean policy and Arctic related events around 2013.

At the time, Maxwell was promoting the TerraMar Project, an organization that presented itself as an ocean conservation initiative. Borgerson was an established maritime policy specialist and technology entrepreneur.

The relationship began long after the conduct charged in Maxwell’s criminal case, which focused primarily on events between 1994 and 2004.

This timeline matters. Borgerson was not shown to have been present during the period when prosecutors proved that Maxwell helped identify, groom, transport, and sexually exploit minors for Epstein.

No released evidence establishes that Borgerson knew Maxwell during those crimes.


Was Scott Borgerson Married to Ghislaine Maxwell?

The public record is unusual.

During Maxwell’s first bail hearing in July 2020, prosecutors revealed that she was married but had refused to identify her husband to pretrial services.

Her later bail application included a letter from a husband who offered substantial assets to secure her release. The husband’s name was initially concealed, but reporting and financial records identified him as Borgerson.

The released tax records are particularly significant.

EFTA00025624 contains tax documents carrying the joint heading “Scott G. Borgerson & Ghislaine Maxwell.” The file includes partnership income, business expenses, investment activity, and Angara Trust information associated with both names.

A separate credit report, EFTA00016324, identifies “Ghislaine Borgerson” as a name associated with Maxwell.

These documents provide strong evidence that Maxwell used Borgerson’s surname and that the two represented themselves jointly for financial purposes.

However, investigators reportedly found no publicly recorded marriage license for Maxwell and Borgerson. That absence does not prove that no valid marriage occurred. A marriage could have taken place in another jurisdiction or under records not located in the searches described.

The most accurate description is that Borgerson was identified in court and financial records as Maxwell’s husband or spouse, although the underlying marriage record has not been publicly produced.


Borgerson’s 2019 Denial

In August 2019, after Epstein’s arrest and death generated intense attention around Maxwell, Borgerson denied that he was dating her.

He told the New York Post that he was not dating Maxwell and said he was living alone.

That denial is difficult to reconcile with later court filings, tax documents, shared financial interests, and the bail letter from Maxwell’s husband.

It remains possible that Borgerson was making a narrow distinction concerning the status of the relationship at that moment. It is also possible that he was attempting to protect his privacy or conceal the relationship.

The records establish that the connection was substantially closer than his public statement suggested.


Maxwell’s Investment in CargoMetrics

Financial records show that Maxwell transferred $1 million from her personal savings to the CargoMetrics Compass Fund in March 2016.

The transaction appears in EFTA00238097 and EFTA00238107.

Maxwell also promoted the investment to a UBS financial adviser. That communication is preserved in EFTA00238074.

Additional records show that the CargoMetrics fund closed at the end of 2018. Borgerson participated in coordinating the redemption of associated investments through entities connected to Maxwell’s financial structure.

The closing and redemption records appear in EFTA00239488 and EFTA00239490.

These documents establish that Borgerson and Maxwell had a significant financial relationship involving his business.

They do not establish that CargoMetrics participated in Epstein’s crimes.


Joint Tax and Investment Records

EFTA00025624 contains more than one hundred pages of tax and investment material associated with Borgerson and Maxwell.

The file includes references to:

  1. CargoMetrics Technologies LLC
  2. CargoMetrics Compass Fund LP
  3. AlphaKeys Millennium Fund LLC
  4. Angara Trust
  5. Partnership gains and losses
  6. Business expenses
  7. Foreign tax credits

The records are important because they independently document financial integration between Borgerson and Maxwell.

They also undermine the idea that the two were merely casual acquaintances.

The documents do not establish that Borgerson received money directly from Epstein or that he participated in Epstein’s financial operation.


The Angara Trust

The Angara Trust became a central part of Maxwell’s financial arrangements with Borgerson.

Banking documents identify Maxwell as the grantor of the irrevocable trust, which was established in September 2016. The trust documents are preserved in EFTA00016084.

Maxwell’s bail application stated that she had transferred the majority of her assets into a trust controlled by her spouse.

Prosecutors focused on these arrangements because Maxwell’s finances were difficult to trace and because substantial assets had moved through trusts and entities before her arrest.

The trust became relevant to questions about:

  1. Maxwell’s actual net worth
  2. Borgerson’s control over her assets
  3. The resources available to finance her defense
  4. Her ability to flee the United States
  5. The transparency of representations made to pretrial services

The existence of the trust does not establish that Borgerson committed a crime. It does establish that he occupied an important position in Maxwell’s financial structure.


The $2.5 Million Transfer

Records released in 2026 showed that UBS processed a payment of approximately $2.5 million from Maxwell to Borgerson.

The transaction formed part of a larger pattern of financial transfers examined after Epstein’s arrest and during the investigation of Maxwell.

The transfer received scrutiny because Maxwell’s ability to move substantial sums affected the court’s evaluation of her financial resources and flight risk.

No public criminal charge against Borgerson resulted from receiving or managing Maxwell’s money.

The transaction nevertheless demonstrates that their relationship involved millions of dollars, not merely shared social or environmental interests.


The New Hampshire Property

Maxwell was arrested on July 2, 2020, at a secluded property in Bradford, New Hampshire.

The estate was purchased in cash in December 2019 through Granite Realty LLC for approximately $1.07 million.

The buyer reportedly used the name Janet Marshall during the transaction and represented that she was a journalist seeking privacy.

The property consisted of approximately 156 acres and included multiple structures. Its isolated location made surveillance and public access difficult.

Records reviewed by investigators connected Granite Realty to a network of Boston based lawyers, trusts, companies, and addresses associated with Maxwell and Borgerson.

The FBI’s digital and financial investigation of those connections is summarized in the Epstein Data online evidence report.

Borgerson’s movements and spending were also examined. EFTA00037958 contains financial tracking material involving his activity in New Hampshire.

There is no public evidence that Borgerson was present when Maxwell was arrested.


How Investigators Traced Maxwell

Investigators examined a web of entities associated with Maxwell’s finances and residences.

The network included:

  1. Angara Trust
  2. Granite Realty LLC
  3. Tidewood LLC
  4. Montpelier related entities
  5. Maxwell’s UBS accounts
  6. Borgerson’s banking and location records

The FBI obtained a cellphone tracking warrant connected to Borgerson. The warrant and related investigative material appear in EFTA00073438.

Investigators were attempting to locate Maxwell and determine who was helping finance or maintain her secluded living arrangements.

The use of Borgerson’s records during the search does not prove that he knowingly obstructed the investigation. It shows that agents considered his relationship and financial connections relevant to finding Maxwell.


Maxwell’s Bail Application

After her arrest, Maxwell proposed a bail package valued at approximately $28.5 million.

The package included a $22.5 million bond supported by assets attributed to Maxwell and her husband, along with additional security offered by friends and family.

The bail memorandum appears in EFTA00018709.

In a supporting letter, Maxwell’s husband described her as loving and denied having witnessed inappropriate conduct. He expressed his belief that she had no involvement in Epstein’s crimes.

The letter is important as evidence of Borgerson’s position at the time. It is not evidence that he had access to everything Maxwell did between 1994 and 2004.

Maxwell’s husband knew her years after the conduct charged at trial. His personal experience could not disprove testimony and evidence concerning events that occurred before their relationship began.

The court rejected the bail proposal because of Maxwell’s flight risk, opaque finances, international connections, and prior concealment of significant information.


Questions About the Relationship During Detention

Prosecutors identified inconsistencies in Maxwell’s descriptions of her marriage.

Before her arrest, she reportedly told pretrial services that she and her spouse were in the process of divorcing. During her later bail application, she presented the marriage as a strong reason she would remain in the United States.

Prosecutors argued that those positions were inconsistent.

The contradiction mattered because Maxwell relied on her marriage as evidence of stable community ties while also offering assets controlled by her spouse.

These issues contributed to the court’s conclusion that Maxwell’s personal and financial circumstances remained insufficiently transparent.


The Reported End of the Marriage

Reports published after Maxwell’s conviction stated that Borgerson ended the relationship during a telephone call while she was incarcerated.

Anonymous sources said he told Maxwell that he had moved on and was seeing someone else.

Borgerson did not attend Maxwell’s criminal trial.

No publicly verified divorce judgment has been identified. For that reason, it is more accurate to say the relationship reportedly ended than to state conclusively that a legal divorce was completed.

As of August 2026, their precise legal marital status remains publicly unclear.


CargoMetrics Departure and Later Work

Borgerson left his leadership position at CargoMetrics during 2020.

He subsequently became associated with clean energy and hydrogen related ventures.

Publicly available information about his current professional activities is limited. Some profiles connect him to H2X or other hydrogen businesses, but authoritative current corporate records do not clearly establish every role attributed to him online.

Borgerson has maintained a comparatively low public profile since Maxwell’s arrest.


The Legal Fee Lawsuit

In 2022, the Colorado law firm Haddon, Morgan and Foreman sued Maxwell, her brother Kevin Maxwell, and Borgerson over unpaid defense fees.

The firm alleged that more than $878,000 remained unpaid for legal work performed in Maxwell’s criminal case.

The complaint also raised allegations concerning transfers and control of assets.

Borgerson reportedly reached a settlement that removed him from the dispute. A settlement does not establish that he admitted the allegations.

The lawsuit further demonstrated his involvement in Maxwell’s financial and legal arrangements after her arrest.


Was Scott Borgerson Involved in Epstein’s Crimes?

No released evidence establishes that Borgerson participated in Epstein’s sexual abuse, recruited victims, scheduled massages, traveled on Epstein’s aircraft, or helped operate Epstein’s residences.

Borgerson met Maxwell years after the principal criminal conduct established at her trial.

His documented connection is to Maxwell’s later life, businesses, finances, properties, and defense.

He has not been charged with an Epstein related crime.

Association with Maxwell does not establish participation in her earlier criminal conduct.
