Reporting credit and scope

Kait Justice’s December 31, 2025 article brought these InsightsPod records to readers’ attention. This review credits that reporting lead and separately examines the September proposal. It does not adopt the article’s broader connection to Elon Musk or a later French investigation.

The business plan

The cover bears HOUSE_OVERSIGHT_028815 and dates the business plan to September 2016. The public mirror indexes a 31-page sequence ending at HOUSE_OVERSIGHT_028845. The cover and HOUSE_OVERSIGHT_028819, printed page 2, were visually checked. The latter markets analytics to businesses, political parties, government agencies and investors, including political reputation and voter-engagement applications. These are the company’s advertised uses, not proof that a particular client commissioned or used them. The remaining plan pages have not all been visually audited for this review.

The presentation and funding request

The Roll Call-hosted presentation contains 15 pages, bearing HOUSE_OVERSIGHT_028988 through 029002, despite its filename ending at 029001. PDF page 4, 028991, lists political applications among potential customer uses. PDF page 13, 029000, describes the company as pre-revenue. PDF page 14, 029001, seeks $2.4 million at a $10 million valuation and outlines proposed spending. The political-use and funding slides were visually checked against their Bates stamps. These are marketing statements and a funding request; they do not document money received or independently demonstrate the platform’s effectiveness.

What the correspondence establishes

A two-page mirror filed as HOUSE_OVERSIGHT_033171 contains a September 27, 2016 email from Zubair Khan to Epstein and an embedded September 25 exchange. Khan submits an InsightsPod business plan for consideration and requests backing; Epstein proposes a Skype conversation. The copy establishes a pitch and a proposed conversation, not a completed call or agreement. Both pages were visually inspected, but this mirror does not display visible Bates stamps; its filename should not be mistaken for independent visual authentication.

Limits and unanswered questions

The reviewed materials do not establish Epstein’s investment, actual campaign deployment, election interference, criminal conduct, or Musk’s knowledge of the venture. A proposed political use is not evidence of an unlawful operation. Vendor claims require independent testing before being treated as demonstrated capabilities.

The post-election email discussed in Justice’s article was not independently located in this review. Its claims are therefore excluded. The September correspondence is not a source for a November exchange or later foreign expansion.

Provenance and review record

Reviewed October 25, 2026. The links above lead to public mirror copies, not a byte-for-byte authentication against government-hosted originals. Redactions are preserved, and private contact details are not reproduced. The record supports further research into the proposed business relationship while leaving its outcome unresolved.
