What the document is
EFTA01246381 is a five-page FBI interview summary. Its opening states that James Hatt was interviewed by video conference with an assistant U.S. attorney, a detective and a special agent. The officials’ names are redacted. Attorneys David Schertler and Paola Pinto are listed as present for Hatt.
The first-page date fields distinguish the interview on November 30, 2020 from drafting on July 21, 2021 and entry on September 14, 2021. The continuation headers also give November 30, 2020. The document is an investigator’s narrative summary, with short and sometimes incomplete sentences, rather than a question-and-answer transcript.
The form states that it contains neither FBI recommendations nor conclusions. Each page also carries a protective-order legend. The copy does not include the order itself, a signed proffer agreement, audio, supporting financial exhibits or a court’s determination of the claims. The existence of the FD-302 does not establish that investigators verified every statement it records.
Telecommunications and the alleged financial arrangements
Hatt’s opening account describes his work in telecommunications, including Cable & Wireless, Moscow and a Latvian privatization project. He said he was introduced to Kevin and Ghislaine Maxwell in 1993 and discussed dealings involving Grigory Luchansky, Alcatel and Jeffrey Epstein. These biographical and business details are presented as Hatt’s statements to investigators.
The second page records an account of Kevin Maxwell’s earlier relationship with Epstein, financial arrangements after Robert Maxwell’s death and money allegedly held for the family. Some information is introduced as something Kevin explained. No account statement, transfer instruction or ownership record accompanies these passages.
The third page records Hatt’s claim that Alcatel would send funds that moved through an Epstein network, returned to New York and then reached accounts in Latvia. The report provides no sum, bank name, account identifier or transaction date sufficient to verify that claimed movement. It also records Hatt saying he attended financial discussions but was asked to leave while Kevin and Ghislaine spoke privately. His presence for some discussions should not be treated as direct knowledge of every private conversation or completed transfer.
The same page describes meetings in London and New York and later work involving a company rendered as “Telemund.” The report’s company spellings and compressed phrasing are preserved as source wording; the five pages do not establish legal entity identities or a complete corporate history.
The introduction claim and the alleged offers
The fourth page attributes to Kevin Maxwell the statement that he introduced Ghislaine Maxwell to Epstein. It also refers to Kevin telling Luchansky in late 2003. That date belongs to the reported telling and does not establish the date of the original introduction. The account is secondhand on this point.
Hatt also described repeated offers from Ghislaine Maxwell to arrange sexual partners, placing the first episode he recounted at a New York lunch in September 1995. The summary uses the terms “men, women, boys and girls” in describing the alleged offer. It gives no ages, identifies no person who was supplied and records no completed arrangement. Hatt said he laughed the offers off and used them as a reason to leave.
Those allegations remain statements in the interview summary. The file provides no independent account of the lunch or supporting communications. Elsewhere, page 2 places an early New York meeting around 1993 or 1994, while page 4 says Hatt had only met Ghislaine in London before the September 1995 occasion. That inconsistency limits any precise chronology built from this report alone.
A separate account from Ghislaine Maxwell
In her July 24, 2025 DOJ interview, page 8, Ghislaine Maxwell said she first met Epstein in 1991 and that no one in her family had previously known him. On pages 10 and 11, she described a girlfriend suggesting the meeting and said she met him at his office.
That account differs from the introduction attributed to Kevin in Hatt’s interview summary. The 2025 passage is a separate account of the introduction, not a recorded response to Hatt’s allegation. Neither statement, by itself, resolves the conflict. No response from Kevin or Ghislaine appears in the five-page Hatt report.
Later business contacts and social introductions
The final page records further claims about Kevin Maxwell’s role in financial dealings, later contacts involving fiber-optic cables and a request for help disposing of assets in Nigeria. Hatt placed his last meeting with Ghislaine in the early 2000s. The page supplies no contract, asset inventory or record of a completed disposal.
Hatt’s account also refers to access to prominent people, including an alleged Luchansky meeting with Bill Clinton, a polo event involving Sarah Ferguson and then-Prince Charles, and a separate proposed Clinton meeting that the report says never happened. The PDF includes no calendar, attendee list or independent record confirming these accounts. Mention of a social introduction does not establish knowledge of, participation in or responsibility for Epstein’s criminal conduct.

Redactions and evidentiary limits
The released copy redacts officials’ identities; page 2 and page 5 also redact location information. The missing information cannot be reconstructed from this document. Similar-sounding names or differently spelled company references do not, by themselves, establish that two references concern the same person or entity.
The report’s opening frames the narrative as information Hatt provided. Within it, firsthand recollections, reported statements and personal impressions are not consistently separated sentence by sentence. Any account of the alleged funds, offers or introductions should retain that attribution. The report alone establishes neither a financial crime nor the truth of each allegation.
This November 30 interview record should also remain distinct from the November 11, 2020 attorney presentation indexed as EFTA01246379. Related presentations by counsel and a later witness interview are separate source events; repetition between them would not provide independent corroboration.
