What This Document Is

HOUSE_OVERSIGHT 000258 is a scan of a telephone and address directory associated with Jeffrey Epstein’s households. It contains far more than prominent names. Its pages combine people, couples, relatives, assistants, offices, household employees, businesses, transportation providers, airlines, hotels, restaurants, physicians, emergency resources, security contacts, property information, and geographically organized massage contacts.

The most accurate short description is therefore a working household contact directory. The directory can help researchers identify who or what was recorded, how contact information was grouped, which intermediaries appeared beneath principal entries, and which operational categories mattered to the household. It cannot, standing alone, establish whether a number was current, who supplied it, whether anyone used it, how often contact occurred, or why an entry was retained.

The House Oversight Committee release says the estate produced records pursuant to Chairman James Comer’s August 25, 2025 subpoena. Congress did not create the black book, verify every entry, or originate the court exhibit. The committee became a later custodian and publisher of a copy already embedded in earlier litigation.

The file is not arranged in the intuitive order. Part 2 comes first, followed by Part 1. This reversal is essential when matching an older page reference to a House Bates number.

The fourth layer is especially important. Survivors described “massage” appointments as a recurring gateway through which Epstein sexually abused girls and young women. The presence of location-specific massage sections therefore has clear investigative significance. But the book does not reliably identify every person’s age, circumstances, or role. A listed individual may have been a survivor, a legitimate therapist, a recruiter, an employee, a referral, or someone inaccurately or incompletely recorded. Publication should never convert that uncertainty into an accusation.


The Handwritten Pages and Annotations

The first five internally numbered pages are handwritten and marked confidential. Throughout the printed section, the scan also contains circles, boxes, arrows, marginal notes, and tab-like blocks. These markings have generated some of the most repeated claims about the black book.

They must be handled with precision.

Investigative reporting described approximately 50 circled names as people Alfredo Rodriguez supposedly considered potential “material witnesses.” Vanity Fair’s 2019 interview with Nick Bryant reported that history and identified several prominent examples. That is a reported account of what the marks were said to mean, not a judicial finding that Rodriguez made every mark or that every circled person witnessed a crime.

The strongest legal caution comes from the December 9, 2021 memorandum opinion admitting Government Exhibit 52 in United States v. Maxwell. Judge Alison Nathan wrote that Juan Alessi could not explain the Post-it notes and pencil markings. The court offered to instruct the jury that the handwritten markings could not be considered because they had not been authenticated.

Researchers should describe a mark visually: “the entry is circled in the scan.” They should not silently transform it into “the FBI marked,” “Rodriguez identified,” “Epstein flagged,” or “the court confirmed” unless a separate source proves that attribution.

This timeline prevents two common mistakes. First, the House did not uncover a never-before-seen book in 2025. Second, public availability is not the same as an unbroken, fully documented chain of custody for every page and handwritten mark.


The Rodriguez Obstruction Case

Alfredo Rodriguez was a former employee in Epstein’s Palm Beach household. Federal records and reporting describe him as having retained an address book and related information, denied possessing it, and later attempted to sell it for $50,000. The FBI obtained the material through an undercover operation, and Rodriguez was prosecuted for obstruction.

Relevant Epstein Data records include EFTA00108732, concerning the FBI obstruction investigation; EFTA00608045, concerning a confidential-witness meeting linked to Rodriguez and the proposed sale; and EFTA00728180, concerning the attempted sale. EFTA00174673 is a later FBI source-reporting record about online circulation of an unredacted version.

These records should be read alongside, not replaced by, later summaries. They address different moments in the book’s history: acquisition, attempted sale, federal investigation, and later internet distribution.

Rodriguez’s conduct complicates, but does not erase, the document’s evidentiary value. Attempting to sell the material created an obvious financial motive and chain-of-custody issue. At the same time, federal authorities treated the material as evidence, and a court later found sufficient authentication for a related version under the comparatively low threshold of Federal Rule of Evidence 901.


Civil Exhibit Versus Criminal-Trial Exhibit

The House scan should not be casually described as identical in every respect to the directory admitted as Government Exhibit 52 at Ghislaine Maxwell’s criminal trial.

In a December 8, 2021 defense letter concerning GX 52, Maxwell’s attorneys argued that the photocopies used in her 2016 civil deposition were not the same thing as the bound criminal-trial exhibit. The defense said the civil photocopy included several handwritten pages that were not in GX 52. It also argued that the book Alessi remembered from the household was much thicker than the trial exhibit and that neither Alessi nor Maxwell could identify the creator of that particular version.

The next day, Judge Nathan rejected the defense’s authentication and hearsay objections. Her ruling did not find that every version, page, number, or handwritten note was true. It found that Alessi’s long familiarity with the household directories, their physical format, their organization, and many of their entries met Rule 901’s minimal authentication threshold for GX 52.

The distinction matters because researchers sometimes cite the 2021 admission ruling as if it authenticated every handwritten page in HOUSE_OVERSIGHT 000258. It did not.


What Juan Alessi’s Testimony Established

Juan Alessi worked at Epstein’s Palm Beach residence from 1990 until December 2002. According to the court’s 2021 opinion, he remembered Epstein and Maxwell maintaining telephone directories in multiple locations throughout the residence. He first recalled seeing them in approximately 1995 or 1996, and said updated versions appeared once or twice a year.

The household manual corroborated the operational role of the books. It directed that copies of “JE and GM telephone directories” be kept beside telephones other than those in guest rooms. Alessi described the directories as hard-bound, blue or black, roughly the size of a large telephone book, and organized alphabetically with friends, family, and business contacts.

He also recognized a Palm Beach massage page and many names in GX 52. He testified that the format, cover, binding, and layout were consistent with the household directories he knew.

His testimony did not establish that he watched the specific version being created, knew who typed every entry, could account for the book’s custody after it left the house, or could explain later pencil and Post-it annotations. Those gaps went to evidentiary weight rather than admissibility.


What the 2021 Court Actually Ruled

The court’s opinion supplies a disciplined framework for interpreting the House scan.

The ruling is narrower and more useful than sensational claims. It validates the directory as potentially probative organizational evidence while placing clear limits on the truth of its individual contents.


Prominent Entries: How to Report Them Responsibly

The House scan includes contact entries associated with numerous public figures. Those examples show why the black book attracts public attention, but the correct conclusion remains limited: the directory records contact information under those names. The surrounding entries demonstrate that principal names often sit beside offices, relatives, assistants, vendors, and institutional contacts. A multi-number entry may reflect administrative breadth rather than repeated direct communication.

The Massage Sections and Survivor-Centered Interpretation

The most consequential parts of the directory are not the celebrity entries. They are the operational categories that can be compared with survivor testimony, employee testimony, police reports, message pads, calendars, payment records, and flight or property evidence.

The House scan contains geographically labeled massage sections tied to the island, the United Kingdom, Florida, New Mexico, and California. Survivor-centered reporting avoids two opposite failures. It does not minimize the organized massage system documented across the case record. It also does not expose or accuse every woman whose name or first name appears under a massage heading. The right approach is to preserve the structural evidence while protecting individuals until role, age, identity, and context are established through reliable corroboration.

The independent EpsteinsBlackBook.com index can help locate spellings and page leads, but its OCR and volunteer transcription must be checked against the source scan.

The index says it extracts 1,971 names from 95 scanned pages. That figure should not be presented as 1,971 unique people personally known by Epstein. It can include assistants, family members, businesses, duplicate or variant entries, first-name-only contacts, and OCR errors.


Why This Is Not a “Client List”

Calling the black book a client list is inaccurate and prejudicial.

A client list would ordinarily identify people who purchased or received a defined service. This directory does not label its prominent contacts as clients, distinguish lawful professional relationships from social contacts, identify purchasers of sexual access, or attach transactions to names. It includes service providers, family contacts, hotels, doctors, airlines, restaurants, household workers, emergency information, and the Epstein and Maxwell households themselves.

The black book may help identify leads concerning social access, household administration, recruitment, or movement. It is not itself a verdict about any listed person.


“Unredacted” Does Not Mean Complete or Self-Authenticating

The word “unredacted” describes the exposure of contact details that earlier publishers had obscured. It does not guarantee completeness, accuracy, or a perfect reproduction of every historical directory version.

The scan contains poor contrast, sideways pages, overlays, handwritten material, and blocks or tabs that obscure portions of some leaves. Some entries are abbreviated, misspelled, duplicated, or attached to organizations and intermediaries. The directory itself was reportedly one version in a series updated over time.

Researchers should therefore distinguish four questions:

  1. Visibility: Can the text be read on the scan?
  2. Transcription: Has the name or number been copied accurately?
  3. Authentication: Is the page part of the directory version claimed?
  4. Meaning: What does the entry establish when compared with other evidence?

“Unredacted” answers only part of the first question.


Privacy, Doxxing, and Publication Standards

The source exposes telephone numbers, private residential addresses, email addresses, assistants, family members, access information, and people who may be survivors. Some data may still identify living people or may have been reassigned to unrelated users.

Business Insider’s report on the 1997 book describes that distinct artifact. Combining the two books can create false chronology and false claims of repetition.
