The released PDF is approximately 128 kilobytes and contains three pages. Names, dates of birth, telephone numbers, and other identifying details are redacted.
The report was publicly released in Department of Justice Data Set 8 on December 23, 2025. The Department of Justice warned that the release included raw tips and claims that had not necessarily been substantiated.
The document contains a possible date anomaly. The first and third pages identify October 27, 2020. A reference line on the second page appears to contain โ10/27/2021/4,โ although scanning and character recognition make that line difficult to interpret. The intake date and narrative consistently identify October 27, 2020 as the date of the call.

What the Record Contains
The October 27, 2020 Call
The report states that an unidentified caller contacted the FBI National Threat Operations Center at approximately 3:20 p.m. Eastern Time.
The caller said he had potential information relating to Epstein and Maxwell. The FBI employee recorded the account under the existing Epstein child sex trafficking case identifier.
The callerโs identifying information is redacted. The released record therefore does not permit independent confirmation of his identity, background, employment history, relationship with the family he described, or prior interactions with law enforcement.
Relationship With the Family
The caller reportedly said that around 1997 he renewed contact with a woman he had known six or seven years earlier. They reportedly had a son together and later began dating.
According to the caller, the woman had financial difficulties and problems involving her daughters.
The caller said the woman repeatedly asked him how to spell โGhislaine.โ He associated that question with a recent trip in which she reportedly took her daughters to Niagara Falls, New York, to visit someone described as one of their โsupposed fathers.โ
The redactions make the precise family relationships difficult to reconstruct. The report should not be used to identify private relatives through speculation.
Alleged 1997 Hotel Encounter
The caller reported that a woman said a female had invited two daughters to a โfancy hotel,โ where they met Donald Trump and some of his friends in 1997.
The caller associated the name Ghislaine with this account. He also claimed that the mother implied Maxwell had given her money and might provide additional money.
The report does not establish that the female host was Maxwell. It records the callerโs interpretation of comments about how to spell โGhislaine.โ
The hotel is not identified. The report contains no reservation, travel, financial, photographic, telephone, or witness evidence confirming that the meeting occurred.
Alleged Limousine Ride With Trump
The caller said he had worked as a limousine driver in the Dallas and Fort Worth area for approximately two years.
He claimed that he picked up Trump in 1995 and drove him to Dallas Fort Worth International Airport.
According to the caller, Trump spoke on a cellular telephone during the ride, repeatedly used the name โJeffrey,โ and made a reference to โabusing some girl.โ
The caller told the FBI that the conversation was sufficiently disturbing that he considered stopping the limousine and physically confronting Trump. He said he did not do so.
The caller acknowledged that he did not know who was on the other end of the telephone call or which Jeffrey was being discussed. The report contains no telephone records, limousine logs, employment records, airport records, corroborating witness statement, or recording of the alleged conversation.
The document therefore cannot establish that the person called Jeffrey was Epstein.
Alleged Disclosure on Christmas Eve 1999
The caller said that on Christmas Eve 1999, or possibly the preceding day, he was visiting the son he shared with the woman previously described.
During that visit, one of the womanโs daughters reportedly asked about the callerโs limousine work. When he discussed meeting Trump, the daughterโs demeanor allegedly became โstone cold.โ
The caller said she then stated that Trump had raped her together with Epstein.
The caller further reported that the woman said a female with an unusual name took her into a fancy hotel or building. The record does not identify the intermediary because relevant names are redacted.
This is a secondhand report. The FBI intake employee did not hear the allegation directly from the woman. The released document contains only the callerโs account of what she allegedly said approximately 21 years earlier.
Alleged Fear of Retaliation
The caller said he encouraged the woman to contact police.
According to his account, she initially refused and said that โthey will kill me.โ
The caller said the woman contacted him on Christmas Day and reported that she had called police.
The intake report does not identify the police department. It does not provide a report number, officerโs name, dispatch record, call recording, or copy of a complaint. No police report is attached.
Reported January 2000 Death
The caller said he did not hear from the woman or her mother again until January 10, 2000.
He reported being told that the woman was dead and had been found with a fatal gunshot wound in or near Kiefer, Oklahoma.
The caller claimed that people at the scene believed the death could not have been a suicide. He also said that a coroner ruled it a suicide.
The report does not identify the officers, witnesses, coroner, medical examiner, investigative agency, autopsy number, firearm, scene evidence, or basis for the suicide determination.
The caller also relayed a conflicting statement that the woman died by suicide after obtaining cocaine from a Mexican drug cartel.
The caller told the FBI that he believed the death was a murder and a cover up for Maxwell. The report provides no evidence supporting that conclusion.
Later Facebook Activity
The caller said he posted information about the matter on Facebook several weeks before contacting the FBI.
He reported that a family member then called him, yelled at him, and accused him of placing the family in danger.
No copy of the Facebook post is included. The record does not contain screenshots, account information, comments, messages, or confirmation of the later telephone conversation.
The Facebook activity is important because it may have created an electronic record that investigators could have preserved. The released file does not show whether the FBI requested it.
Unrelated Oklahoma City Bombing Claim
The final page records a separate allegation involving a person described as John W. Nichols, the Oklahoma City bombing, and work providing security at a location visited by Bill and Hillary Clinton.
The narrative appears to claim that Nichols attempted to frame the caller for the bombing after being fired.
The report provides no corroborating evidence for this extraordinary allegation. It is not meaningfully connected to the preceding account concerning Epstein, Maxwell, Trump, or the unidentified woman.

Reporting by The Oklahoman identified Dusti Rhea Duke as a possible match for the redacted deceased woman.
Duke was reportedly 19 when she died on January 10, 2000. The Oklahoma medical examiner classified her death as suicide caused by a gunshot wound to the head.
This is meaningful corroboration of a limited part of the callerโs account: a young woman died on the stated date, in the stated general area, by the stated general method, with the official ruling the caller described.

When releasing Data Set 8, the Department of Justice said some documents contained false and sensational claims against Trump submitted shortly before the 2020 election.

Why This Record Matters
EFTA00020517 matters because it shows that the FBI received a serious allegation involving Epstein, Maxwell, Trump, a possible victim, fear of retaliation, and a death in Oklahoma.
Its importance is investigative rather than adjudicative.
The report identifies several potentially testable claims. These include limousine employment, a 1995 airport trip, a 1997 hotel visit, an alleged Christmas 1999 police report, Facebook posts, family communications, and medical examiner records.
The released pages do not show whether those avenues were pursued.
The narrow match between the callerโs death description and publicly reported facts concerning Dusti Rhea Duke makes the record more significant than an entirely unanchored tip. It demonstrates that at least part of the callerโs chronology may refer to a real death.
That narrow match does not validate the rest of the story.
The report also demonstrates why raw FBI intake material requires strict evidence labeling. An official document can accurately record an allegation without verifying that allegation. Confusing those two propositions damages both investigative credibility and survivor centered reporting.
The final page makes that caution especially important. The caller combined the Epstein related account with an unsupported Oklahoma City bombing conspiracy narrative. Researchers must neither erase that credibility concern nor use it as an excuse to avoid checking the portions that can be tested.
The unanswered institutional question is whether the FBI performed that testing.

- The caller also made an unrelated Oklahoma City bombing claim.
- The released report does not show investigative findings or corroboration.
The following points are supported by external reporting but are not established by the redacted intake report alone:
- Dusti Rhea Duke may be the deceased woman described by the caller.
- Duke died on January 10, 2000.
- She was 19 years old at death.
- She died from a gunshot wound to the head.
- Her death was officially classified as suicide.
- Her death occurred in the same general Oklahoma area described in the report.

- That Duke was the woman described in the intake report.
- That Trump assaulted the unidentified woman.
- That Epstein assaulted the unidentified woman.
- That Maxwell recruited or transported the unidentified woman.

- That the unidentified woman contacted police.
- That the woman was murdered.
- That responding officers rejected the suicide determination.
- That Maxwell participated in a cover up.
- That the caller drove Trump in 1995.
- That the telephone reference to Jeffrey meant Epstein.
- That the Oklahoma City bombing narrative was accurate.
The Department of Justice has publicly described allegations against Trump in the December 2025 release as false and unfounded. Trump has denied wrongdoing connected to Epstein. No court has adjudicated the allegations in EFTA00020517, and no criminal charge arising from this report has been identified.
