EFTA00020508 is an FBI intake report dated October 9, 2020. It records allegations from an unidentified complainant who described attending a party on Palm Beach Island around Christmas 2000.
The complainant said a former hospital roommate named Lisa Villeneuve brought her to a residence that she believed belonged to Jeffrey Epstein. She reported meeting a man named Bobby Cox, whom the report identifies as presenting himself as a model scout. She also said Villeneuve spoke with a hostess whom the complainant believed was Ghislaine Maxwell.
According to the report, someone later announced that Donald Trump had invited the attendees to another party at Mar a Lago. When the complainant expressed interest in going, she claimed Villeneuve told her the event was intended for prostitutes.
The report is an FBI intake record, not an FBI investigative conclusion. It does not confirm that the Palm Beach party occurred as described, that Trump personally issued an invitation, that a second party occurred at Mar a Lago, or that any named person engaged in criminal conduct.
What Is This Record?
EFTA00020508 is a record created after a member of the public contacted the FBI with information concerning Jeffrey Epstein, Ghislaine Maxwell, and an alleged Palm Beach social gathering.
The report appears to have been processed through the FBI National Threat Operations Center, commonly called NTOC. The center receives information from members of the public and routes potentially relevant material for review.
An NTOC report records what a caller or online tipster told the FBI. It does not mean that agents verified the information, accepted it as credible, or opened a formal investigation.
The unidentified complainant described events that allegedly took place approximately twenty years before the report was submitted. The time between the alleged event and the FBI intake creates substantial memory and verification issues.
The document should therefore be cited as an allegation recorded by the FBI, not as an established FBI finding.
Source and Provenance
The record was released through the Department of Justice Epstein Files production and assigned the identifier EFTA00020508.
| Provenance element | Recorded information |
|---|---|
| Producing agency | United States Department of Justice |
| Originating agency | Federal Bureau of Investigation |
| Intake system | National Threat Operations Center |
| Data set | Data Set 8 |
| Document identifier | EFTA00020508 |
| Report date | October 9, 2020 |
| Alleged event period | Around Christmas 2000 |
| Complainant identity | Redacted or withheld |
| Interview format | FBI intake summary |
| Supporting evidence | Not included |
| FBI credibility determination | Not stated |

The primary document can be reviewed through Epstein Data and the official Department of Justice PDF.
The document’s presence in an FBI file proves that the information was submitted and preserved. It does not authenticate the underlying account.
What the Record Contains
The Hospital Roommate Account
The complainant said she met Lisa Villeneuve while they were roommates at a hospital in 2000.
The report states that the person was known as Lisa Villeneuve and later used the name Ghislaine Lisa Villeneuve. The record does not establish why the name changed, whether it was a legal name, or whether the person was related to Ghislaine Maxwell.
The similarity between the names Ghislaine Lisa Villeneuve and Ghislaine Maxwell must not be treated as proof that they were the same person. The report describes them as separate individuals.
Invitation to Palm Beach Island
The complainant said Villeneuve invited her to a party on Palm Beach Island. She believed the residence belonged to Jeffrey Epstein.
The wording is important. The report does not say that the complainant independently confirmed the property owner. It records her belief about the location.
Meeting Bobby Cox
Before or during the gathering, Villeneuve allegedly introduced the complainant to a man named Bobby Cox.
The complainant said Cox described himself as a model scout. According to the report, Villeneuve laughed and called him a pimp.
No independent employment record, agency affiliation, photograph, address, or identifying information for Bobby Cox appears in the released document. Researchers should not assume that every person with that name is the individual described in the tip.
Entry Through the Backyard
The complainant said she and Villeneuve entered the property through the backyard.
She reported that Villeneuve told her to remain close and not enter any of the rooms. This detail may be relevant to the nature of the gathering, but the record does not explain why that instruction was allegedly given.
Alleged Hostess
The complainant said Villeneuve went inside to speak with the hostess. The complainant believed that the hostess was Ghislaine Maxwell.
The report does not say that Maxwell introduced herself, presented identification, or was later identified through a photograph. It records the complainant’s belief.
Encounter With Curt or Kurt Schmidt
The complainant described meeting a man identified in reporting as Curt Schmidt and associated him with Blue Buffalo.
She said Schmidt asked whether she was “cool.” The complainant initially interpreted the question as sexual. Villeneuve allegedly explained that Schmidt was asking about cocaine.
The identity requires caution. Public corporate records identify Kurt T. Schmidt as a later chief executive of Blue Buffalo from 2012 through 2016. Blue Buffalo was founded after the alleged 2000 party.
The report’s later corporate description may have been used to identify the individual as of the 2020 intake. It does not mean that Schmidt was Blue Buffalo’s chief executive in 2000. The spelling difference and absence of corroborating identifiers also mean that a definitive identification should not be made from this document alone.
Mar a Lago Invitation Allegation
The complainant said someone announced that Donald Trump had invited everyone at the gathering to a party at Mar a Lago.
The report does not identify who made the announcement. It does not say that Trump was present at Epstein’s residence, spoke directly with the complainant, or personally communicated the invitation.
When the complainant said she wanted to attend, Villeneuve allegedly told her that the Mar a Lago gathering was for prostitutes.
This is the most widely reported portion of the intake. It remains a secondhand statement attributed to Villeneuve by the complainant.
Key Evidence
| Reported detail | Evidentiary significance | Limitation |
|---|---|---|
| Hospital roommate relationship | Provides an alleged connection between the complainant and Villeneuve | No hospital record is attached |
| Invitation to Palm Beach Island | Places the complainant at an alleged Epstein related gathering | Property ownership was based on the complainant’s belief |
| Backyard entrance | Offers a specific location detail | No address, photograph, or witness confirms it |
| Warning not to enter rooms | Suggests restricted movement inside the residence | Purpose of the warning is unknown |
| Bobby Cox described as a model scout | Connects the account to the modeling environment | Cox’s identity and occupation are not independently established |
| Villeneuve’s alleged “pimp” comment | Suggests the complainant perceived something improper | It is a recalled statement from approximately twenty years earlier |
| Hostess believed to be Maxwell | Places someone resembling or identified as Maxwell at the gathering | Identification method is not provided |
| Cocaine reference | Describes possible drug availability or discussion | No substance, test, arrest, or independent witness is included |
| Announcement involving Trump | Connects the gathering to an alleged Mar a Lago invitation | Speaker is unidentified and Trump was not reportedly present |
| Villeneuve’s alleged description of the Mar a Lago party | Supplies the basis for the sex worker related allegation | It is hearsay within an unverified tip |
| Two FBI contacts | Shows that the FBI did more than merely receive one message | The report does not disclose a completed investigation or corroboration |
| No promised corroborating email received | Shows an evidentiary gap identified by reviewers | Absence of the email weakens independent verification |
What It Proves
EFTA00020508 proves that:
- The FBI received information from a complainant on or around October 9, 2020.
- The complainant described an alleged Palm Beach gathering from approximately Christmas 2000.
- The complainant associated the residence with Jeffrey Epstein.
- The complainant named Lisa Villeneuve and Bobby Cox.
- The complainant believed that Ghislaine Maxwell was the hostess.
- The complainant described an alleged conversation involving cocaine.
- The complainant reported hearing that Donald Trump had invited the group to Mar a Lago.
- The complainant attributed a statement about prostitutes to Villeneuve.
- The FBI preserved the information in its Epstein related records.
- The complainant was reportedly contacted or spoken with twice.
The document is direct evidence of what the complainant reported. It is not direct evidence that each reported event occurred.
What It Does Not Prove
The report does not prove that:
- The complainant attended a party at Epstein’s residence.
- The identified Palm Beach residence actually belonged to Epstein.
- Ghislaine Maxwell was present or served as the hostess.
- Lisa Villeneuve’s reported statements were accurately remembered.
- Bobby Cox was employed as a model scout.
- Bobby Cox was involved in prostitution or trafficking.
- The person described as Curt or Kurt Schmidt was the former Blue Buffalo executive.
- Cocaine was present, possessed, distributed, or consumed.
- Donald Trump attended the alleged Epstein gathering.
- Trump personally invited the attendees to Mar a Lago.
- A sex worker related party occurred at Mar a Lago.
- Trump knew how another person described the alleged Mar a Lago gathering.
- Any named person committed a crime.
- The FBI found the complainant credible.
- The FBI corroborated the account through witnesses, travel records, photographs, telephone records, property records, or event records.
- Criminal charges resulted from the tip.
The report must not be described as an FBI determination that Trump hosted a party for prostitutes. It is an FBI record of an unidentified complainant’s allegation.
People and Entities
| Person or entity | Role in the record | Evidentiary caution |
|---|---|---|
| Jeffrey Epstein | Alleged owner of the Palm Beach party residence | The complainant described this as her belief |
| Ghislaine Maxwell | Person the complainant believed was the hostess | Identification method is not provided |
| Donald Trump | Alleged source of an invitation relayed by an unidentified person | No direct communication with the complainant is described |
| Lisa Villeneuve | Hospital roommate who allegedly brought the complainant to the party | Identity and statements require independent verification |
| Bobby Cox | Man described as presenting himself as a model scout | Insufficient identifiers are provided |
| Curt or Kurt Schmidt | Man allegedly encountered at the party | Name spelling and corporate identification are uncertain |
| Mar a Lago | Alleged location of a separate gathering | No event record is attached |
| Federal Bureau of Investigation | Agency that received and recorded the tip | Recording a tip is not an endorsement |
| National Threat Operations Center | FBI public intake operation | Tips are not automatically verified |
| Blue Buffalo | Company associated with the Schmidt identification | The company did not exist at the alleged event date |
No allegation against a named person should be converted into a factual biography entry without corroborating evidence.

Related Evidence
EFTA01660651: FBI Tip Review Sheet
EFTA01660651 contains an FBI review sheet summarizing multiple tips concerning Epstein, Maxwell, Trump, and other people.
The summary associated with the EFTA00020508 complainant notes that investigators spoke with her twice. It states that she initially described herself as a Pilates instructor who had visited Epstein’s residence once.
The review sheet also records that the complainant later said members of the British royal family were contacting her regarding the photograph of Prince Andrew and Virginia Giuffre. It says she promised to send a corroborating email but that no email was received.
These notes are relevant to credibility assessment. They do not necessarily prove that every portion of the Palm Beach party account was false. They show that investigators identified inconsistencies or missing corroboration requiring caution.
Separate Modeling Allegation
The same complainant reportedly alleged that Maxwell approached her when she was approximately fourteen or fifteen and discussed modeling, international travel, and massages.
She said she did not pursue the offer because a hip condition made modeling impractical.
This allegation resembles grooming patterns described by other Epstein survivors, but similarity is not corroboration. The record does not contain a date, location, witness, message, photograph, or independent document confirming the encounter.
Palm Beach Police Investigation
The Palm Beach Police Department probable cause affidavit documents the investigation that began in 2005.
That investigation established that young girls were brought to Epstein’s Palm Beach residence for massages that became sexual. It also documented payments and recruitment.
Those established findings provide context for why a report about Epstein’s Palm Beach residence warranted preservation. They do not independently prove the 2000 party account.
Mar a Lago and Virginia Giuffre
Virginia Giuffre’s testimony concerning her recruitment at Mar a Lago provides a separately documented connection between Maxwell, Epstein, and the club.
Giuffre said Maxwell recruited her while she worked at the Mar a Lago spa in 2000. Her account is independent of EFTA00020508 and should not be treated as proof of the alleged party. It does establish that Mar a Lago was one location where Maxwell encountered a person who later became an Epstein survivor.
Photographic Evidence
Getty Images and other photographic archives contain images of Epstein and Maxwell socializing with Trump and Melania Knauss at Mar a Lago during February 2000.
Those photographs establish social proximity during the same year as the alleged party. They do not prove the complainant’s account, identify the gathering she described, or establish a party involving sex workers.
Independent Dataset Analysis
Independent researcher Tatsu Ikeda examined EFTA00020508 as part of a review of Data Set 8. The article emphasizes the Palm Beach and Mar a Lago references and connects the record to the larger modeling and social access network.
The article provides useful document discovery and pattern analysis. Its broader conclusions should still be tested against the primary file and corroborating records.
A separate L3G4L analysis compared the party allegation with the FBI’s internal tip review sheet. That review highlights the FBI notation that the complainant was contacted twice and did not provide a promised corroborating email.
Reliability
| Reliability factor | Assessment |
|---|---|
| Authenticity as an FBI held record | Strong |
| Proof that the FBI received the allegation | Strong |
| Named location | General rather than specific |
| Exact property address | Absent |
| Complainant identity | Withheld |
| Account given under oath | Not indicated |
| Time between alleged event and report | Approximately twenty years |
| Independent witnesses | Not identified |
| Photographs or recordings | Not attached |
| Property confirmation | Not included |
| Travel or event records | Not included |
| Direct statement from Trump | Absent |
| Direct statement from Maxwell | Absent |
| Identification of announcement speaker | Absent |
| Corroborating email promised to FBI | Reportedly not received |
| FBI credibility finding | Not stated |
| FBI investigative conclusion | Not shown |
| Overall evidentiary weight | Low as proof of events, significant as a documented investigative lead |
An NTOC intake report occupies a different evidentiary category from an FD 302 interview report, sworn testimony, authenticated email, photograph, financial record, or court finding.
The record has value because it preserves a specific allegation containing names, a general time, a location, and a sequence of events. Its limitations prevent it from establishing those events as fact.
Survivor Safety and Privacy
The complainant’s identity should remain protected unless she has clearly and voluntarily identified herself in a reliable public record.
The report includes sensitive information concerning possible grooming, modeling, sexual exploitation, drugs, and prostitution. Republishing unnecessary personal details could expose the complainant or unrelated people to harassment.
Survivor centered reporting also requires accuracy. Treating every intake allegation as proven can damage legitimate investigations and make it easier to dismiss well supported survivor accounts.
The correct approach is to preserve the allegation, identify its source category, document its limitations, and continue searching for corroborating evidence.
Why This Matters
EFTA00020508 matters because it documents a report about the Palm Beach social environment surrounding Epstein, Maxwell, modeling contacts, drugs, and Mar a Lago during 2000.
That year is independently important. Epstein, Maxwell, Trump, and Melania Knauss were photographed together at Mar a Lago. Virginia Giuffre said Maxwell recruited her from the club’s spa during the same general period.
The intake also illustrates how Epstein related evidence can be misunderstood. The fact that the report appears in an FBI file does not mean the FBI verified it. At the same time, its unverified status does not mean that the record should be discarded without analysis.
The report provides several testable leads:
| Lead | Potential verification source |
|---|---|
| Hospital roommate relationship | Hospital admission and room assignment records |
| Lisa Villeneuve identity | Legal name, address, employment, and licensing records |
| Palm Beach residence | Property records and architectural description |
| Christmas 2000 gathering | Calendars, photographs, catering records, staff testimony, and visitor logs |
| Bobby Cox identity | Modeling agency records and Palm Beach social records |
| Schmidt identification | Employment history, photographs, travel, and contact records |
| Maxwell’s alleged presence | Calendars, telephone records, photographs, and witness testimony |
| Mar a Lago invitation | Club calendars, guest lists, staff records, security records, and event photographs |
| Cocaine discussion | Witness accounts, law enforcement reports, or contemporaneous communications |
| Corroborating email | FBI attachments, evidence logs, or later submissions |
The document’s proper value lies in generating questions and locating records, not in declaring guilt.
