EFTA01681984: Deutsche Bank’s Attorney Proffer on Epstein, Risk Reviews and Account Closures

Snapshot

EFTA01681984 begins a three page handwritten record headed as a September 12, 2019 Deutsche Bank attorney proffer. It summarizes how Jeffrey Epstein became a bank client, how staff handled his criminal history, who managed the relationship and how the bank attempted to close the accounts.

The most consequential detail is the combination of knowledge and continued service. The notes describe a bank that knew of Epstein’s criminal history, classified him as high risk and continued the relationship after repeated alerts. They also preserve important qualifications about account ownership and the difference between withdrawing money and formally closing accounts.

  • Evidence range: EFTA01681984 through EFTA01681986.
  • Length: Three handwritten pages.
  • Date in the first page heading: September 12, 2019.
  • Record type: Notes of a bank attorney proffer, followed by a short page concerning New Mexico authorities.
  • Central institution: Deutsche Bank.
  • Bankers discussed: Paul Morris and Stewart Oldfield. The handwriting spells Oldfield’s first name Stuart.
  • Relationship grouping: Southern Financial.
  • Account figures: 76 affiliated accounts, of which 42 were capitalized. The notes explicitly say Epstein did not necessarily control all accounts.
  • Related presentation: EFTA01681865, dated September 12, 2019.
  • Major limitation: The notes are not a verbatim transcript or either banker’s sworn testimony.
  • Review date: October 10, 2026.

Important Points

  • The notes identify Paul Morris as the banker who brought Epstein to Deutsche Bank in 2013 after his relationship with JPMorgan ended.
  • They describe management approval despite awareness of Epstein’s earlier criminal history.
  • They record annual customer reviews and alerts that were cleared on the stated basis that there were no new allegations.
  • A handwritten entry about a compliance escalation appears to read January 2018. A separate regulatory record describes a significant escalation in January 2015. Those dates must not be silently merged.
  • The notes connect renewed concerns in 2018 to a Herald article, but do not provide its title or publication date.
  • They identify Oldfield as the successor relationship manager and describe two visits to Epstein’s New York residence to discuss investment ideas.
  • They record more than $200 million in holdings at Deutsche Bank without defining the valuation date or establishing Epstein’s total wealth.
  • They discuss a February 2019 exit deadline and a May 17, 2019 statement about zero balances and formal closure.
  • The account figures describe different categories. They do not establish 76 funded accounts personally controlled by Epstein.
  • The third page concerns New Mexico coordination. It does not document a completed search, prosecution or resolution.

The three handwritten pages belong to one released PDF. They are not three independent witnesses or three corroborating accounts.

What An Attorney Proffer Establishes

The heading on EFTA01681984 identifies the session as a Deutsche Bank attorney proffer. The visible notes do not supply a complete attendee list, the note taker’s identity, a signed proffer agreement or an audio recording.

The record establishes what was written down during or in connection with the presentation. It does not show that Morris or Oldfield personally attended, answered questions or adopted every statement.

The distinction matters when searching for missing interviews. These pages cannot be labeled a Morris FD 302 or an Oldfield interview transcript. They also do not establish immunity, a cooperation agreement or a charging decision.

The separate bank presentation provides a dated documentary comparison. Its matching date and subject matter support reviewing the materials together, but do not prove that every exhibit was discussed in the handwritten notes.

Paul Morris And The 2013 Onboarding

EFTA01681984 identifies Morris as responsible for bringing Epstein to Deutsche Bank in 2013 and says Epstein had previously been offboarded at JPMorgan. It also names three people in connection with approval.

The handwritten names appear as variants of Chip Packard, John Karuso and Joe Polizano. These are readings of the handwriting, not independently verified legal spellings. The page also includes a bracketed notation indicating that the people discussed were no longer at Deutsche Bank.

The principal point is institutional approval. The notes say the bank knew about the earlier arrests yet chose to accept the client under a high risk classification.

The New York regulatory consent order, paragraphs 20 through 26, separately describes the approval process and dates the official relationship’s beginning to August 19, 2013. It distinguishes an executive’s account of conversations with compliance and legal personnel from direct recorded approval by each person. The notebook’s shorthand compresses that distinction.

Criminal History, Annual Reviews And Cleared Alerts

The first handwritten page says the high risk classification resulted in annual KYC reviews. KYC refers to the bank’s process for knowing and reviewing its customer.

The notes describe yearly alerts concerning the earlier arrest being cleared because there were reportedly no new allegations. This is a summary of the bank’s stated handling of alerts, not an independent determination that no new abuse occurred.

That distinction is central to the record. An alert being cleared establishes an administrative decision. It does not establish that the underlying risk disappeared or that the customer’s explanation was correct.

The pages do not include the individual alert files, reviewer names, supporting research or a complete transaction monitoring history. Those underlying records would be needed to assess each clearance.

The Compliance Escalation And Conflicting Date

EFTA01681984 contains an entry that appears to read January 2018. It describes an Anti Financial Crime compliance employee raising concern about the Epstein relationship during onboarding involving Southern Financial LLC.

The next entries refer to eight articles published after the 2013 onboarding that concerned historical abuse. They also describe escalation to a risk committee and continuation of the relationship. Part of that line is difficult to read.

The 2020 consent order, paragraphs 33 through 37, describes a January 2015 escalation involving press developments and a reputational risk committee review.

The records overlap in subject matter, but the available evidence does not resolve whether the notebook contains a date error, describes a different review or reflects another issue. Both dates remain relevant to an accurate chronology.

Political Connections And Risk Classification

EFTA01681984 says Epstein was designated a politically exposed person because of ties to Clinton and Andrew. In banking, such a designation concerns risk screening and customer review.

The regulatory order, paragraph 26, uses the more specific description Honorary PEP and distinguishes that informal designation from the bank’s initial formal classification.

The handwritten shorthand does not provide a complete account of the bank’s classification rules. It also does not establish misconduct by Clinton or Andrew. It records how the bank understood Epstein’s political connections for risk purposes.

Renewed Concerns In 2018 And The Exit Decision

The first page records renewed concerns in 2018, including a Herald article. It says Deutsche Bank decided to offboard Epstein and associated accounts and sent a termination letter with a soft deadline in February 2019.

The page does not identify the article, reproduce the termination letter or specify every account covered. It supplies no exact letter date or deadline day.

The account exit is described as a process. A decision to terminate, a deadline to move assets, a zero balance and formal system closure are different events. The handwritten notes themselves preserve that distinction.

More Than $200 Million And Transfer Destinations

EFTA01681984 records holdings exceeding $200 million at Deutsche Bank. It does not establish whether this was a peak figure, a value at termination or a combined measure across account types.

The notes list destinations for transferred assets, including Puerto Rican banks, Charles Schwab and Morgan Stanley. Another short abbreviation is unclear.

These entries provide search leads, not a complete transfer ledger. The page supplies no transaction dates, receiving account numbers, amounts by destination or confirmation from receiving institutions.

The $200 million figure does not establish a suspicious payment total, cash balance, bank revenue or Epstein’s complete net worth.

The May 17, 2019 Closure Entry

EFTA01681984 records a May 17, 2019 confirmation attributed to Oldfield that accounts were at zero and were to be formally closed. It also acknowledges that some accounts remained open because automatic closure had not occurred and says they were mainly closed by the time of the indictment.

This is a consequential qualification. The entry does not establish that every account was fully closed on May 17. It also does not provide an account by account schedule showing residual balances, transactions or system status.

A zero balance does not necessarily mean a legally or operationally closed account. Conversely, an account still marked open does not necessarily contain money or show ongoing financial activity. The underlying closure records are needed to distinguish those situations.

Stewart Oldfield And Direct Contact With Epstein

EFTA01681984 identifies Oldfield as taking over the relationship in 2016 after Morris left. Under a heading concerning people of interest at the bank, it says Oldfield met Epstein twice at his New York residence to discuss investment ideas.

The page also lists primary contacts in Epstein’s financial and administrative circle. Bella Klein is named, alongside abbreviated references to Darren I. and Rich K. and a spelling variant of Lesley Groff.

These are statements recorded in the attorney presentation. They are not Oldfield’s own quoted answers. They do not establish what he observed at the residence, knowledge of abuse or participation in trafficking.

The phrase people of interest belongs to the notebook heading. It is not equivalent to a criminal charge, a formal designation as a suspect or a finding of liability.

Other Banking Contacts And Business Functions

The lower part of EFTA01681984 mentions relationship officers, a Key Client Partners function and services for clients with very substantial wealth. It also references interactions with Paul Barrett and brokerage accounts.

Some names, dates and organizational wording in these lines are difficult to read. They support further research into the people and service teams involved, but do not establish a complete reporting hierarchy or every individual’s responsibilities.

A banking contact, role or referral does not establish knowledge of abuse. Each person’s conduct and knowledge require their own evidence.

The Account Count: 76 Affiliated, 42 Capitalized

EFTA01681985 clarifies the broad account figure on the first page. It says 76 accounts were affiliated with Epstein, either personally or because he brought the relationship to the bank. It groups them under Southern Financial and explicitly says he did not necessarily control all of them.

The same page says only 42 were capitalized and notes that separate limited liability companies for individual properties were typical.

The account table in EFTA01681866 supplies a more detailed breakdown:

CategoryBank presentation figureMeaning
Total accounts76Broad relationship count
Intentional accounts71A separate classification in the bank’s table
Capitalized accounts42Accounts classified as funded
Epstein controlled accounts56Accounts the bank classified as controlled by Epstein
Both controlled and capitalized36Overlap between control and funding

The presentation also explains that certain administrative or dummy account types were excluded from these tallies. These are the bank’s classifications, not a determination that every account was unlawful.

The record describes 76 affiliated accounts, 42 capitalized accounts and 36 accounts that were both capitalized and classified as Epstein controlled.

Gratitude America

EFTA01681985 briefly identifies Gratitude America, lists Epstein as president and describes contributions for science, research and related purposes.

That notation is undated within the account discussion. It does not establish that he held the presidency on the proffer date or throughout the bank relationship.

EFTA01681867 separately lists Gratitude America checking and money market accounts opened March 3, 2015. It describes purposes supplied to the bank, including foundation operations and holding funds.

The notes do not provide donation recipients, grant amounts, tax returns or evidence that particular contributions were legitimate or unlawful. A stated charitable purpose is a customer description, not a complete audit of spending.

The New Mexico Page

EFTA01681986 begins with NM USAO, a reference to the United States Attorney’s Office in New Mexico. Its short entries mention civil negotiation, a criminal investigation, communication involving the New Mexico attorney general and someone named Holland, and FBI coordination.

The final entry appears as NM SW followed by a question mark. It may concern a search warrant, but the abbreviation alone does not establish that a warrant was requested, issued or executed.

This page has no separate visible date or detailed subject heading. It appears in the same released PDF, but that physical grouping does not prove that all its entries were part of the Deutsche Bank presentation.

The page does not name Zorro Ranch, identify a search location, state a charge or record a case outcome. It therefore does not establish that authorities searched the ranch or resolved a New Mexico investigation.

Later Regulatory Findings And The Bank’s Response

The New York Department of Financial Services announcement reported a $150 million penalty on July 7, 2020. The settlement covered Deutsche Bank’s relationships with Epstein, Danske Bank Estonia and FBME Bank. The entire penalty was not exclusively for Epstein.

DFS found failures to monitor Epstein’s transactions and failures in communicating and applying risk conditions. Its announcement identified payments to alleged associates, settlements, legal expenses and suspicious cash withdrawals as activity warranting greater scrutiny.

Deutsche Bank’s July 7, 2020 staff message acknowledged that accepting Epstein in 2013 was a serious mistake. The page’s 2026 update repeats the bank’s regret and describes cooperation and investments in controls.

These later findings and statements provide context for the notebook. They do not convert every handwritten shorthand entry into a regulatory finding or establish individual criminal guilt.

Sleuth Research And Transcription

The Epstein Forums transcription provides a readable rendering of the three handwritten pages. The original scans were also visually reviewed for this article. Unclear handwriting remains qualified.

R. Howard Stone’s Document Zero banking analysis examines Morris, Oldfield and shared bank reporting structures. It is useful related research, but it does not establish that unrelated clients sharing a banker participated in Epstein’s crimes.

That distinction also applies to Southern Financial. Inclusion in a relationship grouping is not automatically ownership, control or evidence of wrongdoing. The handwritten account clarification makes this especially important.

What Remains Unresolved

  • The note taker’s identity and complete attendee list.
  • Whether either relationship manager attended the proffer.
  • The terms of any proffer agreement.
  • The apparent January 2018 date and its relationship to the documented 2015 review.
  • The exact approvals and underlying communications summarized in shorthand.
  • The valuation date and composition of the holdings exceeding $200 million.
  • The unresolved transfer destination abbreviation.
  • The account by account closure dates and final activity.
  • The time period to which the Gratitude America presidency notation applies.
  • The date, subject and outcome of the New Mexico coordination notes.
  • Whether separately released interview reports supply further evidence about these events.

Key Takeaways

  • Knowledge and continued service are the central issue. The notes describe awareness of Epstein’s criminal history alongside decisions to retain the relationship.
  • A bank attorney presentation is not a banker interview. The document cannot establish Morris’s or Oldfield’s personal testimony.
  • The account figures require their categories. There were 76 affiliated accounts and 42 capitalized accounts, with 36 accounts both funded and classified as controlled by Epstein.
  • An exit decision is not a completed exit. The notes distinguish deadlines, zero balances and formal closures.
  • The New Mexico page is a limited coordination record. It does not prove a search, prosecution or outcome.
  • The bank’s later regulatory failures are independently documented. Those findings remain distinct from the attorney proffer’s shorthand.
  • Shared infrastructure does not establish shared guilt. Banking relationships, political risk labels and named contacts require careful interpretation.
