Victoria Perry-Summers

Victoria Joanne Perry is an American tax lawyer, economist, and public finance specialist. She has also appeared in public records under the married names Victoria Perry Summers and Victoria Summers. The hyphenated form “Perry-Summers” is sometimes used informally, but contemporary records generally identify her as Victoria Perry Summers.

Perry was married to economist and former United States Treasury Secretary Lawrence Summers. They separated in 2001 and divorced in 2003. Perry subsequently resumed using her original surname.

Her connection to Jeffrey Epstein is considerably narrower than the documented relationship between Epstein and Lawrence Summers.

The principal Epstein related item associated with Perry is an undated photograph cataloged as HOUSE_OVERSIGHT_083463. The image came from material supplied by Epstein’s estate to the House Committee on Oversight and Government Reform and released publicly in December 2025. EpsteinWiki identifies the people shown as Woody Allen, Lawrence Summers, and Victoria Summers. Epstein does not appear in the photograph.

The congressional release did not provide a date, location, event description, or detailed chain of custody for the individual image. The photograph therefore establishes a social encounter if the identification is correct, but it does not establish that the gathering occurred at an Epstein property or that Perry had a personal relationship with Epstein.

The public records reviewed for this article do not establish direct correspondence between Perry and Epstein, an Epstein payment to Perry, a verified flight by Perry on Epstein’s aircraft, or an allegation that she participated in Epstein’s abuse or trafficking operation.

It is particularly important not to attribute Lawrence Summers’s later interactions with Epstein to Perry. Most of the publicly documented post conviction contact between Summers and Epstein occurred years after the couple divorced.


Identity and Name Variations

Perry’s formal professional name is Victoria J. Perry or Victoria Joanne Perry.

Records created during her marriage sometimes identify her as:

  1. Victoria Perry Summers
  2. Victoria Summers
  3. Victoria J. Perry Summers

The name Victoria Perry-Summers is a recognizable variation, but it does not appear to have been the form she used most consistently in professional publications.

These variations can produce misleading archive results. A search for “Victoria Summers” may retrieve records concerning unrelated people, references to Lawrence Summers’s family, or documents that use “Summers” without enough context to identify the person.

The name must also be distinguished from references to Lawrence Summers’s second wife, Elisa New. Perry and New are different people, and events involving one should not be attributed to the other.


Education and Legal Career

Perry earned a bachelor’s degree from Yale University, where she studied economics and philosophy, and a law degree from Harvard Law School.

She clerked for Judge James Stuart Holden of the United States District Court for the District of Vermont. She then practiced tax law at Hale and Dorr, the firm now known as WilmerHale, between 1984 and 1989.

Her legal practice concentrated on corporate and partnership income taxation.

Perry subsequently became Deputy Director of Harvard University’s International Tax Program. This work combined tax law with public finance and international economic policy.

Her professional history is documented by the Georgetown University Law Center, the National Tax Association, and the International Institute of Public Finance.


International Monetary Fund Career

Perry joined the International Monetary Fund in 1993.

She spent twenty eight years at the IMF and retired in June 2021 as Deputy Director of its Fiscal Affairs Department. Her work addressed tax policy, revenue administration, international taxation, corporate taxation, and value added taxes.

According to her Georgetown faculty biography, Perry provided technical advice to more than fifty countries.

She was a coauthor of The Modern VAT and a coeditor and contributor to Corporate Income Taxes Under Pressure.

Perry has also served as president of the National Tax Association and the American Tax Policy Institute. She chaired the American Bar Association’s Value Added Tax Committee and served as a vice president of the International Institute of Public Finance.

In 2022, she was a Visiting Professor of Taxation at the University of Oxford. She joined Georgetown Law’s Graduate Tax Program as a Professor from Practice in January 2023.

This independent professional record should not be reduced to Perry’s former marriage or to Lawrence Summers’s later relationship with Epstein.


Marriage to Lawrence Summers

Perry and Lawrence Summers met in Cambridge, Massachusetts, while Summers was completing his graduate studies and Perry was preparing to attend Harvard Law School.

They married in September 1984 at the Harvard Club of Boston and had three children.

During the Clinton administration, Perry sometimes accompanied Summers to official functions. Contemporary records identify the couple together at White House state dinners and other public events.

A 1999 United States Congressional Directory identified Victoria Summers as the wife of the Treasury official. Washington Post guest lists recorded Victoria Perry Summers at a 1998 White House dinner and at a 2000 state dinner for King Mohammed VI of Morocco.

These records document Perry’s participation in official public life as the spouse of a senior government official. They are not evidence of an Epstein relationship.


Separation and Divorce

Perry and Summers separated in 2001.

A May 2001 Harvard Magazine profile described Perry as a tax attorney and reported that the couple had recently separated.

Their divorce became final in 2003. Perry subsequently resumed using her original surname professionally.

The timing is essential when evaluating Epstein records. Correspondence, meetings, financial requests, and social events involving Lawrence Summers during the 2010s cannot reasonably be attributed to Perry merely because older records identify her as Victoria Summers.

A photograph labeled with her married name may also predate the divorce. Without original metadata, the date cannot be inferred from its 2025 public release.


Why Her Name Appears in Epstein Research

Perry’s name appears in Epstein research for two principal reasons.

First, she was Lawrence Summers’s wife during part of the period in which Summers became acquainted with Epstein.

Second, Epstein’s estate retained an undated photograph that EpsteinWiki identifies as showing Perry with Lawrence Summers and Woody Allen.

Neither fact independently proves that Perry maintained a relationship with Epstein.

Marriage establishes a family relationship between Perry and Summers. It does not establish that she knew all of her husband’s contacts, attended his meetings, or shared his relationship with Epstein.

Likewise, the presence of a photograph in estate files establishes that the estate possessed the image. It does not necessarily establish who took it, why it was retained, where the gathering occurred, or whether Epstein attended.


The 2025 Congressional Photograph Release

In December 2025, House Oversight Democrats announced that Epstein’s estate had supplied approximately 95,000 photographs to congressional investigators.

The committee publicly released a small selection of images. Its official announcement stated that the collection included photographs involving Lawrence Summers and other prominent people.

The public release provided limited contextual information. News organizations warned that the photographs were not, by themselves, evidence that everyone shown had engaged in wrongdoing. CBS News coverage similarly emphasized the absence of complete dates, locations, and explanations for many images.

One photograph received the identifier HOUSE_OVERSIGHT_083463.

The EpsteinWiki evidence page for HOUSE_OVERSIGHT_083463 identifies the three people shown as Woody Allen, Lawrence Summers, and Victoria Summers.

Epstein does not appear in the image.


What the Photograph Shows

The image depicts three adults together in a social setting.

According to the current EpsteinWiki identification, the people are:

  1. Woody Allen
  2. Lawrence Summers
  3. Victoria Perry Summers

The photograph establishes that the three people were together when the image was taken, assuming the identifications are accurate.

The released version does not disclose:

  1. The date
  2. The location
  3. The photographer
  4. The host
  5. The occasion
  6. Who else attended
  7. How the photograph entered Epstein’s possession
  8. Whether Epstein was nearby
  9. Whether the image was sent to Epstein by another person
  10. Whether Perry knew that Epstein or his estate possessed it

Without that information, the photograph cannot safely be described as proof that Perry attended an Epstein event.


The Identification Requires Care

The official House announcement named Lawrence Summers among the people appearing in the larger collection, but it did not provide an individual caption identifying Victoria Perry in HOUSE_OVERSIGHT_083463.

Early online discussions reportedly misidentified one of the people in the photograph as Bill Gates. EpsteinWiki later published a correction and said comparison with archival photographs supported identification of Woody Allen, Lawrence Summers, and Victoria Summers.

That conclusion may be correct, but the evidentiary distinction should be preserved.

The House released the image. EpsteinWiki supplied or adopted the detailed identification. The identification should not be represented as an official congressional finding unless supporting House metadata becomes public.

The image also should not describe Perry as Lawrence Summers’s current spouse. They divorced in 2003. If the woman is Perry, the photograph may have been taken during their marriage or after their separation. The release does not establish which.


Estate Possession Is Not Proof of Association

A photograph found in a person’s archive can enter that archive in many ways.

It may have been:

  1. Taken by the archive owner
  2. Sent by one of the people pictured
  3. Forwarded by an assistant
  4. Downloaded from a public source
  5. Included in a larger collection
  6. Retained because one person in the image was of interest
  7. Acquired years after it was created

The mere presence of HOUSE_OVERSIGHT_083463 in Epstein estate material does not establish that Epstein organized the gathering or maintained a relationship with everyone shown.

The absence of Epstein from the photograph further limits what can be concluded.


Lawrence Summers’s Epstein Relationship

Lawrence Summers had a documented relationship with Epstein that was separate from Perry’s professional life.

Public records show that Summers appeared in Epstein flight logs, interacted with Epstein in Harvard and academic settings, visited Epstein’s properties, and continued corresponding with him after Epstein’s 2008 conviction.

A Harvard review of Epstein’s donations found that Epstein gave Harvard millions of dollars before his conviction, including substantial support for the Program for Evolutionary Dynamics. The university’s 2020 report concerning Epstein also examined the institution’s later interactions with him.

Released correspondence subsequently demonstrated that Summers continued communicating with Epstein into 2019. Summers later said that he was ashamed of maintaining the relationship.

These records are relevant background because Perry’s name can appear through her former marriage. They do not transform Summers’s actions into actions by Perry.


The 1998 Flight Context

Flight records indicate that Lawrence Summers travelled on an Epstein aircraft from Aspen to Washington in September 1998.

Perry and Summers were still married at the time.

The reviewed passenger information identifies Lawrence Summers but does not provide a verified passenger entry for Victoria Perry on that flight. Marriage alone cannot be used to add a spouse to an aircraft manifest.

A flight record establishes travel only for the people actually identified in that record. It does not establish that a passenger’s spouse knew who owned the aircraft, approved the trip, accompanied the passenger, or understood the owner’s private conduct.

The 1998 flight therefore belongs in the evidence record concerning Lawrence Summers. It should not be relabeled as a flight by Victoria Perry without a passenger manifest or another primary record naming her.


Elisa New Must Not Be Confused With Victoria Perry

Lawrence Summers married Harvard professor Elisa New in December 2005.

New, not Perry, was Summers’s wife during his later documented social relationship with Epstein.

Reporting based on flight logs and other records indicates that Summers and New visited Epstein’s Little Saint James property during their 2005 honeymoon. The Harvard Crimson reported that the visit formed part of a broader Caribbean trip.

Later Epstein related records also concern funding sought for a poetry project associated with New. The Wall Street Journal reported on Epstein’s involvement in discussions concerning financial support for that project.

Those events occurred after Perry and Summers divorced.

Archive references to “Summers’s wife,” “Mrs. Summers,” or the similar name “Lisa Summers” must be resolved by date and context before a person is identified. They should not automatically be attributed to Victoria Perry.


No Verified Direct Correspondence

The public material reviewed for this article does not establish a direct email exchange between Perry and Epstein.

No verified message reviewed here shows Perry:

  1. Seeking money from Epstein
  2. Arranging a meeting with Epstein
  3. Inviting Epstein to an event
  4. Discussing women or girls with Epstein
  5. Coordinating travel through Epstein’s staff
  6. Introducing Epstein to tax officials or IMF personnel
  7. Providing Epstein with confidential professional information
  8. Assisting Epstein’s businesses or foundations

This does not prove that no communication ever occurred. Public archives remain incomplete, names can be omitted from messages, and additional records may emerge.

It does mean that a direct correspondence relationship should not be asserted without a specific document.


No Verified Flight Entry for Perry

The reviewed public flight records do not provide a confirmed entry for “Victoria Perry,” “Victoria Perry Summers,” or “Victoria Summers.”

That finding must be stated carefully.

It does not prove that Perry never travelled on any aircraft associated with Epstein. Flight logs are not complete passenger databases, handwriting can be ambiguous, and some records identify passengers only by initials or first names.

It does establish that researchers should not place Perry on an Epstein aircraft merely because Lawrence Summers appears in the logs.

A verified flight claim requires a specific log entry, date, route, aircraft, and legible passenger identification.


No Known Survivor Allegation

The court records, survivor statements, and investigative materials reviewed for this article do not contain an identified allegation that Perry sexually abused anyone, recruited anyone for Epstein, participated in trafficking, or knowingly concealed abuse.

No publicly identified criminal charge or civil judgment reviewed here connects Perry to Epstein’s offenses.

This absence is important because a person’s name or image can circulate in Epstein research without any allegation of misconduct.

If a future record contains an allegation, the source and evidentiary status would need to be stated precisely. An allegation, interview summary, sworn deposition, criminal charge, and judicial finding are not interchangeable.


The “Peril” Speculation

An online comment associated with independent research into the Epstein and Steve Bannon emails raised the possibility that a woman described by a pseudonym or codename might have been Victoria Perry.

The suggestion appeared in reader discussion rather than in authenticated documentary evidence. Other participants rejected the identification, and the surrounding records concerned a different woman connected with Lawrence Summers many years after his divorce from Perry.

The speculation is not a reliable identification.

A nickname, partial name, or coded reference cannot be assigned to Perry merely because she was formerly married to Summers. Identification requires contextual evidence such as dates, biographical details, direct correspondence, travel records, photographs, or corroborating testimony.

Professional Independence

Perry maintained a substantial career independently of Lawrence Summers.

Her work at the IMF involved international tax policy, revenue systems, corporate taxation, and advice to governments across several regions. She also held leadership positions in professional tax organizations and produced specialized academic publications.

No reviewed evidence connects this work to Epstein.

There is no basis in the present record to claim that Epstein received IMF access, tax advice, government introductions, or professional assistance through Perry.

The distinction matters because network research can unintentionally treat a former spouse’s résumé as evidence of resources available to another person. Professional capability does not establish that it was ever provided to Epstein.


Privacy and Family Relationships

Research involving spouses and former spouses requires particular care.

A person may appear in photographs, biographies, official guest lists, or press coverage because of a family relationship rather than because the person independently belonged to a criminal or financial network.

Perry and Summers also have children whose identities and private lives are not necessary to evaluate the available Epstein evidence.

The responsible focus is on documented conduct by the adults named in the records. Family membership should not be used to infer knowledge, approval, or participation.

Investigative Assessment

Victoria Perry’s documented Epstein connection is narrow and substantially derivative.

The strongest relevant item is an undated photograph retained within Epstein estate material. If EpsteinWiki’s identification is correct, the image places Perry with Lawrence Summers and Woody Allen at an unidentified social gathering. It does not place Epstein in the room or establish that he organized the occasion.

The remaining connection arises from Perry’s former marriage to Summers. That relationship provides historical context but is not evidence that she shared his contacts or knew about his interactions with Epstein.

Chronology substantially limits the inference. Perry and Summers separated in 2001 and divorced in 2003. Epstein’s most extensively documented communications with Summers occurred during the following decade, when Summers was married to Elisa New.

The existing record therefore does not support classifying Perry as an Epstein associate on the same evidentiary basis as a person who exchanged direct correspondence, travelled on his aircraft, visited his properties, received payments, or appeared repeatedly in his schedules.

The most defensible description is that Perry is Lawrence Summers’s former wife and a possible subject of one undated photograph from Epstein estate material. Any stronger characterization requires additional primary evidence.
