Key Takeaways
- Farkas’s March 2013 email refers to Boschulte as WICO’s president while discussing a proposed waterfront reorganization. It is not a statement written by Boschulte.
- The fuller March 24 chain qualifies who was expected to write the proposal: Farkas tells Epstein that someone else would try the first draft and that he would ultimately do it.
- The January 2014 reply chain records Epstein saying he was in Palm Beach. The invitation is not evidence that Boschulte and Epstein met at Yacht Haven.
- A blank sponsorship form names Joe Boschulte as a Virgin Islands Golf Federation director, without documenting a donation.
- James Boschulte Jr.’s landscaping correspondence and Jeffrey Boschulte’s architectural proposal concern different named people. Their work must not be assigned to Joe Boschulte.
Professional background and WICO’s public role
The Third Circuit’s August 25, 2015 opinion in the Sprauve and Smith employment cases records that Joseph Boschulte began as WICO president and CEO on May 1, 2012. The opinion is cited for his role and the company’s structure; those cases are unrelated to Epstein.
The opinion describes WICO as a cruise-port business serving Charlotte Amalie and managing Havensight Mall. It records the Virgin Islands government’s acquisition of all WICO shares in 1993 and their transfer to the Virgin Islands Public Finance Authority. The court held that WICO was a government entity for purposes of the employees’ constitutional claims. That public ownership is relevant to understanding why a plan for its waterfront operations involved government as well as private business.
The territorial government’s June 13, 2019 Cabinet announcement identifies Joseph B. Boschulte as tourism commissioner. In his January 14, 2026 legislative testimony, Boschulte said he had returned to the WICO president and CEO position in October 2025 after serving as tourism commissioner. His tourism commissionership post-dates the 2013 correspondence.
March 2013: the proposed waterfront reorganization
Farkas’s March 24, 2013 email describes a proposed reorganization of St. Thomas waterfront operations. It calls for a paper addressing port pricing, new docks, expiring Crown Bay contracts and cruise-line bidding. Farkas’s proposed structure would be controlled by WICO and jointly owned by WICO and IGY, with IGY contributing cash and submerged land for docks and WICO redirecting traffic through Yacht Haven Grande. These are the terms Farkas wanted advocated, not an approved government plan.
In the same exchange, Farkas says the governor had spoken with Boschulte for an hour the previous day and had heard that a plan was being developed. Farkas characterizes the governor as encouraging it. The email identifies Boschulte by his WICO office, but it contains neither Boschulte’s own description of the conversation nor a formal WICO decision.
The fuller chain, EFTA01900101, supplies an important clarification. Epstein asks whether Farkas is asking him to write the paper. Farkas says no, explains that he has asked a colleague to attempt a first draft and says he will ultimately have to do it. Epstein acknowledges the reply. Reading only the earlier message would omit this qualification about the proposed authorship.
Taken together, the messages establish that Farkas shared the proposal and his account of the governor’s conversation with Epstein. They do not show that Boschulte commissioned Epstein, that Epstein wrote the paper, or that WICO approved or implemented the proposed enterprise. The emails do not include the completed paper or an executed transaction.
Later 2013 surname references
An April 19, 2013 email adds another reported-meeting reference. Farkas tells Epstein that someone identified only as Tom had reported good meetings with Boschulte and White, and says Boschulte had confirmed the same by email. That purported Boschulte email is not reproduced in this document. The record establishes Farkas’s report, not independent confirmation of the meetings or their outcome.
A May 7, 2013 exchange begins with Epstein asking Farkas about taxi-related matters. Farkas replies that Boschulte is due at the office that afternoon for several hours and says he expects to know more afterward. The message anticipates a meeting; it does not record that it occurred or identify Epstein as an attendee.
These April references and the May message use the surname Boschulte without a first name or job title. Their context is consistent with the earlier Farkas-WICO correspondence, but these two documents alone do not independently resolve the full-name identity. They should therefore remain qualified surname references, rather than proof of additional personal encounters involving Joe Boschulte and Epstein.
January 2014: the Yacht Haven invitation and reply
Farkas’s January 3, 2014 email, headed “HNY!”, says problems during a British Virgin Islands yacht charter would prevent a stop at Little St. James. He instead describes plans to visit Yacht Haven on Saturday afternoon. Farkas says he has asked Joe Boschulte and Celestino White to come for a drink and separately invites Epstein to stop by. A family restaurant dinner is described afterward.
The expanded reply chain, EFTA00673153, contains Epstein’s response that he was in Palm Beach, followed by Farkas asking about Palm Beach. This additional context matters: the invitation does not demonstrate that Epstein was at Yacht Haven, that Boschulte accepted, or that the two met. No reply from Boschulte appears in the chain.
The proposed location in the invitation is Yacht Haven. It is not documentation of a Boschulte visit to Little St. James. The original invitation and the later reply chain describe the same proposed gathering and should not be counted as separate encounters.
The Virgin Islands Golf Federation form
A sponsorship-request form, EFTA01123516, lists Joe Boschulte among the Virgin Islands Golf Federation’s directors. It advertises the Caribbean Amateur Golf Championships at Mahogany Run Golf Course for August 4 through 10, 2013. The form itself is undated; those are the advertised event dates.
The visible form is uncompleted: its sponsorship selections, contribution amount and donor details are blank. It establishes a printed director listing, not a recorded payment. The document does not show that Boschulte personally solicited Epstein, that Epstein donated or that they met through golf.
Separating the Boschulte identities
A March 22, 2019 forwarded invoice email explicitly names James Boschulte Jr., manager of Boschulte Landscaping LLC, as the sender discussing landscaping at Little St. James. It cannot be treated as correspondence from Joe Boschulte merely because the surname matches.
A separate January 2019 architectural proposal concerns renovation and expansion of a caretaker’s cottage on Great St. James. The proposal names Boschulte Design Studio, and its architect’s signature block identifies Jeffrey Boschulte. The client-acceptance lines on that page are blank. This is a record about a different named professional; it does not establish architectural work or payments involving Joseph B. Boschulte.
The named landscaping sender and the named architect provide document-specific checks against mistaken identity. These records do not establish any family relationship among the three men, and none is assumed here.

What remains unresolved
The waterfront chain does not establish whether the proposed paper was finished or what WICO formally considered. The invitation and reply chain do not establish whether the Yacht Haven gathering occurred or whether Boschulte attended. Those questions require additional correspondence, organizational records or participant confirmation.
The cited correspondence and the golf form support a limited account of business discussion, an invitation and an organizational listing. They contain no response from Boschulte about the emails and do not establish his involvement in sexual abuse, trafficking or knowledge of Epstein’s crimes. These limits concern the particular documents described here, not a claim that every occurrence of his name in the archive has been identified.
