Jabor Yousef Jassim Al Thani: Epstein Correspondence, the Qatar Blockade and the Barak Meeting

Snapshot
| Field | Verified scope |
|---|---|
| Identity | Jabor Yousef Jassim Al Thani, also written Jabor Yousuf and Jabor Al Thani. Seib’s board biography uses the longer form Jabor Bin Yousef Bin Jassim Bin Jabor Al Thani. |
| Public business background | Chairman of United Group for Projects in a signed 2016 letter. Seib Insurance’s board page identifies him as chairman. Sky Petroleum records a directorship from October 2010 to August 2011. |
| Connection to Epstein | Direct correspondence, personal arrangements, business inquiries and introductions. The earliest direct exchange verified for this article is September 2012. |
| Most clearly documented political introduction | Jabor arranged the December 20, 2018 London meeting between former Qatari prime minister Hamad bin Jassim, known as HBJ, and former Israeli prime minister Ehud Barak. Barak and Jabor acknowledged it afterward. |
| Commercial follow-through | Carbyne discussions reached a Qatar business contact. No completed contract is established in the reviewed chain. |
| Evidence boundary | The files establish particular communications and actions. They do not by themselves establish that Jabor participated in Epstein’s sexual abuse or acted as a government envoy. |
| Review cutoff | October 15, 2026. This is a detailed review of the identified records, not an audit of every archive hit. |

Key Takeaways
- Jabor is a distinct person from HBJ. Similar Al Thani names, abbreviated email labels and references to “Sheikh Hamad” require careful identification.
- The relationship combined personal contact, commercial interests and access to influential people. The strongest evidence is the correspondence itself, rather than directory biographies or search totals.
- Epstein offered advice about the 2017 Qatar blockade. His assertions about Modi, Israel and American influence are his claims, not verified accounts of national policy.
- The December 2018 Barak meeting progressed beyond a proposal. The 2016 Doha trip, by contrast, has a documented cancellation.
- The Carbyne correspondence progressed to a business introduction. It does not establish that the company supplied Qatar’s World Cup security.
- Several striking online interpretations exceed their sources: a house drop-off is not an island visit, and a “country club” sweater is not club membership.
Who is Jabor Yousef Jassim Al Thani?
The most useful identification comes from matching professional records with the released correspondence. In January 2018, a message from “Jabor Al Thani” to Epstein’s assistant Lesley Groff gave his full name and United Group for Projects affiliation in response to a request for an address to send him a book. A November 2016 United Group letter carries the full name Jabor Yousef Jassim Al Thani and the title Chairman. These records provide a firmer identity bridge than treating every appearance of the first name Jabor as the same person.

Seib Insurance’s official board page identifies H.E. Sheikh Jabor Bin Yousef Bin Jassim Bin Jabor Al-Thani as its chairman. Its biography also lists roles at United Group for Projects, Energy and Environment Holding, Doha Properties, Grey Group Doha and Qatar Expo. Those are the company’s representations as accessed for this review. They should not be expanded into a diplomatic appointment or a precise position in the ruling family without additional evidence.
There is also a dated regulatory record. Sky Petroleum announced his appointment as a director effective October 6, 2010, and later reported his resignation on August 7, 2011. Its appointment biography described Qatar Expo as a United Group subsidiary that hosted the Forbes CEO Middle East Forum. That wording does not make him the chief executive of Forbes.com, a claim repeated in some internet directories.

Jabor, HBJ and other Al Thani names
Hamad bin Jassim bin Jaber Al Thani, commonly called HBJ, is the former Qatari prime minister and foreign minister involved in the Barak correspondence. He is not Jabor. Nor is HBJ the former emir Hamad bin Khalifa Al Thani. Reason corrected an earlier identification of “Shk. Hamad” in the 2016 correspondence. A reference to an uncle, a minister or a shared family name cannot substitute for a documented identification.

The early correspondence and personal arrangements
The earliest direct email chain personally verified for this account runs from September 29 to October 1, 2012. Jabor Y and Epstein discussed Paris and Marrakech travel and projections for a Doha real-estate project. It establishes contact by that date, not the beginning of their acquaintance or completion of every proposed meeting. Another October 17 email contains a personal reference to the previous night, but too little context to support a larger claim.
Sources: EFTA01998071, page 1; EFTA00946039, page 1.
On May 13, 2014, a household email first scheduled Jabor to drop something off for Epstein. A later message from Merwin Dela Cruz reported that he had come and left some items. The chain describes the location only as the house. The item and precise residence are not established by this exchange. A second released copy contains a later question asking what the item was, rather than another visit.

An April 2015 clothing request, forwarded again in May, concerns sweaters or sweatshirts for Jabor and Hamad, with a Qatar flag and initials. The subject includes the words “country club.” It documents a gift or clothing arrangement. It is not evidence of membership in a club, and the request alone does not confirm delivery.
Sources: EFTA02078348, page 1; EFTA02078348, page 2.
A separate May 20, 2015 shipping chain supplies another identity bridge: Jabor Y gave the name Jabor Yousuf Al Thani and United Group for a package. Epstein requested a note saying some items were for Jabor and some for Hamad. A carrier invoice records shipment on May 20 and delivery on May 24. It does not identify the contents or prove that Jabor personally received it. Because the clothing follow-up falls within the same period but is not explicitly linked, the package cannot safely be identified as those sweaters.

These exchanges occurred years after Epstein’s 2008 Florida guilty plea. That chronology is important when describing the continued relationship. It does not establish what Jabor knew about specific victims or conduct.

A 2016 complaint about a security employee
A May 2016 chain records Epstein complaining that a member of Jabor’s security staff had contacted female friends Epstein had brought to Cannes and had told one of them he was looking for a massage. Jabor replied with an apology and said he would address it. In a later message, he reported speaking angrily to the employee, ordering deletion of the women’s numbers and warning against repetition. He also relayed the employee’s explanation that the women had voluntarily shared their numbers and cautioned the women against giving their numbers out freely.
This is a recorded complaint and Jabor’s reported response. The chain does not supply an independent account from the women or the employee, establish their ages, or prove a criminal offence. It should not be converted into an allegation that Jabor personally abused anyone. The same chain includes discussion of a Marrakech property plan and an invitation to Epstein’s New Mexico ranch; an invitation does not demonstrate that a visit occurred.

The requested Doha visit that was cancelled
On November 4, 2016, United Group wrote to Doha’s civil aviation authority requesting permission for Epstein’s aircraft to arrive on November 6 and depart on November 7. The letter described a company meeting and was signed by Jabor as chairman. It establishes a request to the authority, not an approval by Jabor or proof that he could authorize flights.
The following day, Epstein told Jabor he could not come to Doha before November 9 because of work around the American election. Jabor replied that he had arranged a Monday appointment with “Shk. Hamad” and would cancel and rearrange it. The cancellation is essential context for the permit request. The reviewed records do not show that the proposed November 6 visit occurred.

Financial advice, banking proposals and legal help
On November 13, 2014, Epstein proposed an Apple-linked position intended to benefit from euro devaluation. On November 19, he claimed to Jabor that a position he had suggested had gained 25 million, without specifying a currency or identifying an account. When Jabor asked what he meant, Epstein described buying Apple as a dollar hedge. On November 25, Epstein claimed the earlier suggestion was now up 50 million dollars. These are investment suggestions and claims by Epstein, not account statements or evidence that Jabor invested, received a profit or paid Epstein for financial advice.

On May 28, 2015, Epstein offered help if a FIFA matter required legal assistance. Jabor thanked him and said he would let him know. A different reply on May 29 asked whether it was a good time to call. These pages establish an offer and two replies, rather than a completed call, legal engagement or successful intervention. They do not establish that Jabor was personally under investigation. Nick Harris and Josimar highlighted the offer in February 2026; the original messages supply the evidence here.

In July 2015, Epstein asked Jabor whether his uncle would consider a joint venture linking KBL in Luxembourg with the Edmond de Rothschild bank in Switzerland. Jabor said he would check, then reported that his uncle wanted the idea explained further. Epstein proposed Rothschild-hosted talks. The uncle is not fully named in this chain, and the proposed meetings are not confirmed as completed.
Sources: EFTA00852578, page 1; EFTA00852580, page 1; EFTA00852585, page 1.
Later that month, correspondence with Cynthia Tobiano shows Epstein offering advice on KBL and deal structure. When he raised KBL and Rothschild with Shahzad Shahbaz in June 2016, Shahbaz said a joint venture would be difficult because of control issues and other complications. The reviewed records document discussions, without establishing an agreed or completed transaction.

On April 29, 2017, Jabor asked whether Epstein had contacts at Starbucks, explaining an interest in franchises in the Balkans and central Asia with an uncle and another participant. Epstein named Joshua Cooper Ramo as a Starbucks board member and a Kissinger Associates partner. This is a straightforward commercial inquiry in the text. It does not establish a completed introduction, a franchise agreement or the identity of the uncle.

Jabor’s part in the Marrakech property negotiations
In June 2016, Jabor described a golf-facing plot that he said Sheikh Hamad had marked out for Epstein and offered to participate in its design. Epstein suggested designing it together and said he expected it to remain in Jabor’s family. This was a land and design proposal, not proof of a transfer or gift. The exchange does not fully identify Sheikh Hamad or establish that this plot was Bin Ennakhil.
Sources: EFTA00655754, page 1.
In December 2016, Jabor offered to visit and give an initial evaluation of properties before Epstein arrived. Epstein said he had bid 15 million for one property while the seller wanted 40 million, without naming the currency in that exchange. He also said a contemplated property would eventually go to Jabor and his family. Those statements are proposals and claims within a discussion. They are not a deed, a completed gift or proof of ownership.
Sources: EFTA01058319, page 1.
On August 22, 2017, Epstein sent Jabor a detailed review of a proposed €25 million acquisition of Bin Ennakhill through shares in Pamur Anstalt, a Liechtenstein entity, from Rilton Investments in the British Virgin Islands. The memorandum criticized inadequate and outdated diligence, contractual protections and the ownership structure, and recommended passing on the transaction. It is advice about perceived risks, not a court finding of tax evasion or money laundering.
Sources: EFTA01036804, page 1; EFTA01036804, page 2.
Jabor was actively relaying questions and answers. On August 24, he forwarded broker Marc Leon’s explanation of the entities, proposed transfer and fees. Epstein challenged the ownership chain, a €1 million fee and a clause making the buyer responsible for taxes. The next day, he continued objecting to the structure and its likely banking implications. The reviewed 2017 chain ends with objections, not a verified closing or payment. Later purchase attempts require their own evidence and should not be attributed to Jabor merely because he helped with this round.

What Epstein told Jabor during the Qatar blockade
The Gulf blockade supplies the political setting for the exchange highlighted by Middle East Eye. Saudi Arabia, the United Arab Emirates, Bahrain and Egypt severed ties with Qatar in June 2017, accusing it of supporting terrorism. Qatar denied that accusation. Reuters later cautioned that it could not determine whether regional leaders acted on Epstein’s advice.
Sources: Reuters, February 18, 2026.
The underlying email requires a date distinction. The advice appears in a July 6, 2017 message quoted inside a July 9 chain. Epstein urged Qatar to reduce confrontation, criticized its officials and advocated a stronger public stance against terrorism. He asserted that Narendra Modi had taken advice and performed for Israel to please the American president. The email does not identify who supposedly advised Modi or demonstrate Epstein’s involvement.
On July 9, Jabor expressed agreement and welcomed Epstein’s views. Epstein then suggested recognition of Israel or a fund of 1 billion for victims of terrorism, without specifying a currency, with other Gulf states challenged to match it. These are proposals in private correspondence, not evidence that Qatar adopted them. The same exchange returns to the Starbucks request, showing political and commercial discussions sharing a channel.
Sources: EFTA01041105, page 1.
In a separate July 4 to 5 chain addressed to Anas Alrasheed, Epstein sought help arranging contact between HBJ and Saudi Arabia’s Mohammed bin Salman. He proposed a direct approach by Qatar’s emir and emphasized HBJ’s position outside government. The chain does not show that the proposed meeting happened, that the suggestion reached the leaders, or that Epstein or Jabor had an official negotiating mandate.

The Modi claim and India’s response
India’s Ministry of External Affairs rejected the allusions in Epstein’s email beyond the established fact of Modi’s July 2017 visit to Israel, according to TIME and Press Trust of India reporting on the January 31, 2026 response. Nothing in the reviewed Jabor chain independently verifies Epstein’s boast. Middle East Eye’s February 3 report drew attention to the exchange; the original document is the basis for the chronology here.

The Bannon introductions and travel arrangements
Epstein had already introduced Jabor Y and Steve Bannon by email on April 26, 2018. The reply chain uses both Jabor Y and Jabor Al Thani. Epstein told Jabor to coordinate directly; Jabor acknowledged this and wrote to Bannon proposing a meeting in France in early May, saying he would be in Nice on May 1. The messages establish direct coordination, not attendance at a completed meeting.
Sources: EFTA00826108, page 1; EFTA00826341, page 1; EFTA00826505, page 1.
In the accompanying Bannon message record, Epstein described Jabor as “HBJ chief.” That is a description in private correspondence. It does not independently establish a formal job title, government authority, dates of service or identity with a similarly named official in older diplomatic lists.
Sources: EFTA01615053, page 1.
On November 11, 2018, Epstein sent another brief introduction connecting Jabor Y and Steve Bannon. Messages over the following days discussed a Paris lunch involving HBJ and travel from Scotland. Epstein called Jabor “my arab brother,” directed Bannon to coordinate timing with him and described a short-notice aircraft arrangement. A separate November 14 email to Jabor says the proposed traveller lacked a plane and could make the trip if transport from Scotland was organized.
These records establish an introduction and practical planning. They are not, by themselves, confirmation that the proposed flight or lunch occurred. Epstein’s affectionate description is evidence of how he presented the relationship to Bannon, not a family relationship or official title.

In December, Epstein continued discussing the Qatar blockade with Bannon, who pointed to Abu Dhabi’s leadership as important to a deal. Those messages illustrate Epstein’s attempted political networking. They do not show that he negotiated a settlement or represented a government.

The December 20, 2018 meeting with Ehud Barak
On November 10, 2018, Epstein emailed Barak that he had just left HBJ, who wanted to meet him. This first step is Epstein’s report of a conversation. On November 19, Barak recalled earlier meetings with HBJ and welcomed the opportunity to resume contact. Jabor and Barak then exchanged scheduling messages, eventually agreeing on December 20 in London.
Sources: EFTA01017030, page 1; EFTA01013208, page 6; EFTA01013208, page 2; Knesset biography of Ehud Barak.
On December 19, Jabor supplied the time and venue and said he would meet Barak in the lobby. Barak asked whether it was One Hyde Park; Jabor confirmed. The next day’s meeting is supported by both sides’ December 21 messages. Barak thanked Jabor for arranging the encounter and asked him to convey his thanks to HBJ. Jabor replied that he had enjoyed meeting Barak, that Sheikh Hamad had enjoyed the discussion, and that he wanted details of the security company they had discussed. Epstein forwarded the exchange; Barak subsequently thanked him.

The chain establishes more than a calendar entry: it contains retrospective acknowledgments of a completed meeting. It does not provide a transcript or establish every topic discussed. In a separate December 17 exchange, Epstein told Barak he would not be in London that Thursday. He also asked Barak to say he did not work for Mossad, followed by a smiley. That remark is Epstein’s own assertion; it neither proves nor resolves a claim about an intelligence relationship.
Sources: EFTA01013208, page 1.
Carbyne and the 2022 World Cup security discussion
The follow-up is unusually clear. On January 1, 2019, Barak sent Jabor a Carbyne presentation, describing himself as its chairman and leading investor. He proposed participation in security work for Qatar’s 2022 Games, including working through a European company to reduce the Israeli profile.
On January 20, Jabor said his security services company wanted a discussion with a key contact and also asked about anti-drone capabilities. On February 3, Barak introduced Carbyne founder and CEO Amir Elichai. The next day, Jabor named the country manager of Lysys WLL as the person who would make contact. Elichai replied that the contact had already happened.
This is evidence of a completed introduction and initial business contact. The seven-page chain does not contain a signed contract, payment, procurement award or deployment record. It also does not establish that Carbyne supplied the requested anti-drone technology.

Later messages and the limits of identification
A March 19, 2019 email from Epstein to Darren Indyke lists seven shorthand names, including “jabor,” under the subject “Numbers in case of trouble.” It contains no telephone numbers or explanation of the anticipated trouble, and does not show that anyone named knew of the list or agreed to help. The first-name entry alone does not establish its subject’s full identity. It is evidence of Epstein making a list, not of a commitment by Jabor.
Sources: EFTA02637447, page 1.
The archive includes 2019 WhatsApp exports in which the contact is displayed only as Jabor. They discuss calls, travel and property opportunities. One May to June export contains a proposed €15 million property offer; a late June export includes arrival coordination and forwarded descriptions of expensive French Riviera properties. These records are leads requiring identity and transaction verification. They do not prove that a property purchase closed, that money changed hands or that every first-name contact is the full-name subject of this article.

A separate January 14, 2019 email is particularly easy to misread. Its subject refers to an island request, but the portion listing Jabor concerns notifying contacts that Epstein would be in Paris. The body does not establish that Jabor was one of the unnamed people seeking an island visit. Subject lines can survive through a chain after the subject of discussion changes.

Public responses and unresolved questions
Reason reported on February 3, 2026 that Jabor did not respond to its request for comment. Reuters reported on February 18 that three companies he chaired and a person understood to work in his office did not respond to its inquiries. Those are the news organizations’ reported attempts, not fresh requests made for this article. Nonresponse is not an admission.
Reuters separately said Qatar’s International Media Office declined comment about Epstein’s portrayal of the country’s then foreign minister. A government office’s response should not be presented as Jabor’s personal response. India’s rejection of the Modi allusions is addressed above.

The reviewed material leaves several substantial questions open: when Jabor and Epstein first met; the full extent of their commercial dealings; whether any political proposal reached a government decision-maker; the ultimate outcome of the Carbyne discussion; and what Jabor knew about Epstein’s abuse. Correspondence, access and social contact do not answer those questions automatically.
How to read the evidence
- A released record is not a finding. An email proves that a statement was recorded, not that every assertion in it was true.
- Separate stages. A request, an invitation, an agreed date, a retrospective acknowledgment and a signed contract establish different things.
- Read the entire chain. The November 2016 cancellation and December 2018 thank-you messages change what can be concluded from earlier planning emails.
- Do not count copies as encounters. Forwards and overlapping EFTA releases can repeat the same underlying exchange.
- Preserve identification limits. A first name, a family name or an unnamed uncle is insufficient on its own. A 2010 Dubai email circulated as a Jabor example is actually headed From Sultan Bin Sulayem.
- Keep private details private. Personal numbers, contact addresses, access codes and redacted identities are unnecessary to this account and are not reproduced.

The research used original released pages where available, full email chains, corporate primary records and dated reporting. Public PDF mirrors preserved the printed EFTA identifiers. The most consequential diplomatic and business chains were checked page by page. Additional contact-only exports were assessed with explicit identification limits.
Epstein Data Wiki and RHowardStone’s research were used as discovery aids, not as substitutes for the underlying pages. The live Jabor search returned thousands of results, including duplicate chains and schedules. No total of unique contacts, meetings or visits is asserted here. No claim is made that every document in the archive has been reviewed.
