Overview

DP World is one of the most consequential companies to appear in the Epstein records because the evidence crosses the boundary between a leader’s private friendship and identifiable corporate activity. In 2009, while Jeffrey Epstein was a registered sex offender following his Florida conviction, DP World chairman Sultan Ahmed bin Sulayem sent him a briefing on the stalled London Gateway project. Epstein forwarded the material to another contact. Bin Sulayem later sent Epstein a draft letter seeking government backed support for the project and told him it was going to Peter Mandelson within minutes. Epstein replied that he had made small edits. A separate email shows Epstein telling Mandelson to โ€œbe nice to sultan.โ€

That sequence is direct evidence of Epstein being used as an informal adviser and access intermediary on a major DP World investment. EFTA01817654 identifies the ยฃ1.8 billion project, requested government support, and states that commercial risk rested with DP World. EFTA00741636 preserves the draft letter, Epstein’s editing response, and Bin Sulayem’s DP World title. EFTA00768545 shows the resulting letter being forwarded to Mandelson and then back to Epstein.

Other records are personal to Bin Sulayem. They should not be converted into corporate conduct without evidence that DP World authorized, paid for, knew about, or benefited from them. The confidential Great St. James power of attorney names Bin Sulayem individually, not DP World. The $6,200 DNA kit transaction was returned to his personal Wells Fargo account. Messages about women and a masseuse do not identify a DP World purpose.

This page therefore follows four evidence lanes: confirmed DP World business, Bin Sulayem’s private conduct, Dubai government ownership, and outside reporting. Keeping those lanes separate produces a stronger case than treating every mention of a powerful executive as an act of his company.


Legal Identity and Corporate History

DP World Limited is incorporated in the Dubai International Financial Centre, a financial free zone with its own companies framework and regulator. Company financial statements identify August 9, 2006 as the incorporation date. The operating group traces its creation to September 2005, when Dubai Ports Authority and Dubai Ports International were combined under the DP World name.

The company expanded rapidly. Dubai Ports International had already bought CSX World Terminals in 2005. In 2006 DP World acquired the British Peninsular and Oriental Steam Navigation Company, commonly called P&O, for approximately ยฃ3.9 billion. The acquisition brought an international port portfolio, the London Gateway development, and US terminal interests. The US interests produced a major national security debate and were later sold to a US entity. BBC reporting from the acquisition period provides contemporary background.

DP World offered 19.55 percent of its shares to the public and listed on Nasdaq Dubai in November 2007. In 2020, Port & Free Zone World FZE acquired the remaining publicly held shares. DP World PLC was delisted on June 23 and re-registered as the private DP World Limited on July 5. Its debt securities and disclosures remain important public sources even though its ordinary shares are no longer publicly traded.

The legal name matters. โ€œDP Worldโ€ can refer to the parent company, the consolidated group, a regional subsidiary, a terminal concession, or a brand. Researchers should identify the contracting company on each record. Likewise, P&O Ferries, London Gateway, Jebel Ali Free Zone, Dubai World, and Ports, Customs and Free Zone Corporation are related but not interchangeable legal persons.


Ownership, Control, and Leadership

DP World’s published accounts state that Port & Free Zone World FZE owns the company. That parent is wholly owned by Dubai World Corporation, the ultimate parent in the reporting chain. Dubai World is an investment company of the Government of Dubai. DP World is therefore state owned through a corporate chain, but it is not the federal United Arab Emirates Government.

Bin Sulayem was central to the company for nearly two decades. He became chairman in 2007 and added the chief executive role in 2016. He also occupied senior positions across Dubai’s ports, customs, free zone, and development system. That concentration made his private access relevant to company governance even when a message was not itself a corporate act.

On February 13, 2026, Dubai announced a new leadership structure. Essa Kazim became chair and Yuvraj Narayan became group chief executive. The current DP World leadership page also identifies independent directors and senior executives, including a chief governance officer, general counsel, internal audit officer, and chief communications and government relations officer.

State ownership creates a public accountability issue, but it does not turn every executive action into government policy. The evidentiary question is whether a particular act involved company business, company resources, official authority, or later institutional adoption.


Organizational Structure

DP World describes an integrated group organized around logistics, ports and terminals, and marine services. Its portfolio includes terminal operating companies, freight forwarding offices, contract logistics sites, economic zones, feeder vessels, towage, and regional headquarters. The company reports through geographic and operating units rather than a single port authority model.

Entities relevant to this investigation include:

  • DP World Limited: The parent company and consolidated reporting entity.
  • DP World London Gateway: The deep sea port and logistics park on the Thames estuary that generated the clearest Epstein related corporate documents.
  • Jebel Ali Port and JAFZA: The Dubai port and free zone at the center of DP World’s home operations.
  • P&O businesses: Acquired operations that include P&O Ferries and P&O Maritime Logistics.
  • Ports, Customs and Free Zone Corporation: A separate Dubai government linked body formerly chaired by Bin Sulayem.
  • Dubai World: The ultimate corporate parent, separate from DP World itself.

Researchers should not use brand proximity as proof. A letter signed โ€œChairman, DP Worldโ€ about London Gateway is corporate evidence. A private email from the same person about a vacation is evidence about the person unless a business purpose appears in the record.


Background and Ordinary Operations

DP World is a global trade infrastructure company, not simply a port operator. Its 2025 annual report page reports revenue of $24.4 billion, adjusted EBITDA of $6.4 billion, and $3.1 billion of capital investment. The ports and terminals portfolio handled 93.4 million TEUs in 2025. The company reported nearly 300 freight forwarding branches, contract logistics at more than 500 locations, and a marine fleet of more than 500 vessels connecting over 200 ports.

Its strategic importance explains why political access matters. Port concessions, customs rules, infrastructure guarantees, development finance, land use approvals, sanctions, labor law, and national security review can determine whether a project succeeds. Government relations are therefore an ordinary part of the business. The issue in the Epstein record is not that DP World spoke with officials. It is that a convicted sex offender with no disclosed company position was given internal strategy, asked to edit a ministerial letter, and used as a channel to a serving minister.

London Gateway illustrates the stakes. The project combined a deep water container port with a large logistics park and required road, rail, utility, planning, and financing coordination. In 2009, during the global financial crisis, DP World sought debt financing, European Investment Bank support, and potential UK guarantees. The port opened in 2013 and remains a major operating asset.


Documented Connection to Jeffrey Epstein

A DP World project briefing sent to Epstein

On July 30, 2009, Bin Sulayem emailed Epstein, โ€œJust to refresh your mind on our project in London,โ€ and supplied a London Gateway briefing. EFTA01817654 calls it the United Kingdom’s largest inward infrastructure investment, values it at ยฃ1.8 billion, forecasts 44,000 jobs, and says the project was on hold. It asks for UK support for connecting infrastructure and a government backed debt solution. The document repeatedly names DP World and states that it would carry the commercial risk.

Epstein forwarded the briefing to David Stern. The record establishes that Bin Sulayem intentionally put sensitive project advocacy in Epstein’s hands. It does not show a formal consulting agreement, confidentiality terms, or payment.

Direct access to Peter Mandelson

On October 22, 2009, Epstein sent a short message to Peter Mandelson: โ€œbe nice to sultan.โ€ EFTA01820332 does not state a project, but the timing and adjacent London Gateway correspondence make the corporate context material. The message proves attempted influence by Epstein. It does not prove that Mandelson acted because of it.

Epstein edits the ministerial letter

On November 5, 2009, Bin Sulayem sent Epstein a draft addressed to Mandelson and said he was sending it within the next twenty minutes. Epstein answered, โ€œSMALL EDITS.โ€ The preserved text in EFTA00741636 asks for at least โ‚ฌ300 million in European Investment Bank funding, a mezzanine facility, and a UK government guarantee or funding support. It says DP World was prepared to inject ยฃ445 million of equity while seeking ยฃ672 million in first phase debt. The draft invokes an impending state visit by Dubai ruler Sheikh Mohammed bin Rashid Al Maktoum and the political value of announcing job creation.

The draft ends with Bin Sulayem’s title, โ€œChairman, DP World.โ€ This is the strongest evidence that Epstein was doing work connected to the company rather than merely socializing with its chair.

Four days later, EFTA00768545 shows Bin Sulayem forwarding Epstein the message and attached letter he had sent Mandelson. That follow through corroborates that the editing exchange related to a real lobbying communication.

Opening strategy and royal access

In August 2013, as London Gateway approached opening, Bin Sulayem sent construction photographs to Epstein and described a planned event with Sheikh Mohammed and possibly the Queen and Prime Minister David Cameron. He asked whether to invite Mandelson. Epstein offered to organize Prince Andrew and asked about arranging a meeting for Joi Ito in Dubai. EFTA01962290 captures the exchange.

In March 2016, Bin Sulayem forwarded Epstein photographs under the subject โ€œprince Andrew visit me at London gateway port.โ€ EFTA01802605 confirms the transmission and subject line. It does not establish that Epstein arranged that particular visit.

Taken together, the corporate lane is sustained: briefing, ministerial contact, document editing, reporting back, opening advice, and later relationship signaling around the same asset.

Evidence Appearances

The DP World evidence appears in several forms with different weight.

Primary corporate correspondence is strongest. It includes a project briefing, a draft ministerial letter, financial figures, requests for government assistance, and a chair’s signature. These records directly connect Epstein to corporate activity.

Reciprocal executive correspondence establishes a sustained relationship. Replies, follow ups, photographs, and forwarded messages are stronger than an isolated contact entry. They still require a purpose analysis to determine whether each exchange was corporate or private.

Transactional records document the DNA kit wire and refund and the Great St. James documents. They establish specific acts but do not support the same inference. One shows a refunded consumer purchase. The other raises significant questions about intended nominee ownership and confidentiality.

News and investor responses establish public consequences. Reuters, AP, the Financial Times, the Wall Street Journal, and the Guardian reported the leadership change and partner reactions. Reporting is useful for synthesis, but direct EFTA records remain preferable for what a message actually says.

Search hits and bulk references are weak standing alone. DP World is a large company. Newsletters, trade stories, duplicated email disclaimers, and attachments bearing the name should not be counted as separate relationship events.

Financial Relationship

No reviewed record establishes that DP World paid Epstein a consulting fee, retainer, commission, donation, or success fee. No invoice, contract, payroll entry, board approval, or company wire has been located in the cited material. That absence matters because the corporate advice is documented but its commercial terms are not.

The only clearly documented direct transfer in this set is personal. Epstein’s staff obtained multiple 23andMe consumer DNA kits. EFTA02367851 says Bin Sulayem wired $6,200 after the kits had been invalidated. EFTA00459757 shows the full $6,200 being returned to his Wells Fargo account. The chain calls it money for the kits. It should not be described as compensation, a bribe, or unexplained income.

The Great St. James transaction is much larger and less resolved. EFTA01114593 authorizes an attorney to make payment on Bin Sulayem’s behalf and to keep his name confidential in a contemplated purchase. EFTA00583019 concerns a $22.5 million purchase through Great St. Jim LLC. Later records identify Epstein with the entity. The public record requires complete bank tracing before assigning the source or final economic burden of the purchase. Nothing in the cited instrument names DP World as buyer or payor.

Political donations, lobbying, and political access

DP World is foreign government owned. US federal law generally prohibits foreign nationals, including foreign corporations, from making contributions or expenditures in connection with US elections. No verified DP World campaign contribution is identified in the records cited here.

Political access is nevertheless central to the company’s history. During the 2006 US ports controversy, DP World retained Washington representation as Congress challenged the P&O transaction. In the 2009 London Gateway emails, Bin Sulayem used Epstein to refine and deliver advocacy to a UK cabinet minister. The company’s current leadership structure openly includes a government relations function, which is normal for a regulated infrastructure group.

Political finance should be reported by jurisdiction and legal entity. Sponsorships, development partnerships, lobbying fees, government contracts, and charitable grants are not campaign donations and should not be mislabeled.


Communications and Meetings

The available record supports a sustained relationship rather than a single introduction. Messages span project finance, travel, official visits, private introductions, technology, science, social plans, women, and personal services. Epstein sometimes acted as a connector among Bin Sulayem, Mandelson, Prince Andrew, Joi Ito, Bill Gates, and political figures in the Middle East.

EFTA01961884 shows Epstein presenting Bin Sulayem to Joi Ito as trustworthy, educated, and close to โ€œSheik Mo.โ€ EFTA02012988 records Epstein proposing a discussion with the Israeli defense minister involving Bin Sulayem and Sheikh Mohammed. EFTA01893933 raises a possible Dubai meeting involving Bill Gates and Sheikh Mohammed. These messages prove proposals and representations, not that every meeting occurred.

The London Gateway records provide stronger meeting context. The draft letter says Bin Sulayem and Mandelson had recently met in London. The 2013 opening exchange shows Bin Sulayem asking Epstein whom to invite. The 2016 photo forwarding shows continued interest in demonstrating high level access.

Any meeting chart should label four states: proposed, scheduled, contemporaneously claimed, and independently confirmed. Combining them inflates Epstein’s network.


Properties, Assets, and Operations

London Gateway is the asset most directly connected to Epstein’s corporate role. It is a deep sea container port and logistics park in Essex on the Thames. The 2009 correspondence placed its cost at ยฃ1.8 billion and described significant equity, debt, rail, road, and government support needs. DP World now identifies London Gateway as a major growth asset in its annual reporting.

Jebel Ali Port and the adjoining free zone form DP World’s home base and are central to Dubai’s economy. The group also operates or invests in terminals, logistics parks, and marine networks across Europe, Asia, Africa, the Americas, and the Middle East. Those ordinary assets should not be placed on an Epstein map merely because the group owns them.

Great St. James is different. It was an Epstein controlled island property in the US Virgin Islands. Lawsuits, Investigations, and Regulatory Actions

No reviewed lawsuit charges DP World with participating in Epstein’s trafficking. The relevant legal material instead falls into three groups.

First, litigation brought by the US Virgin Islands against JPMorgan produced records discussing Epstein’s banking network. In 2022, P&O Ferries dismissed nearly 800 seafarers without prior consultation; its chief executive later told Parliament that the company knowingly chose not to consult. These matters are relevant to governance history, not proof about Epstein.


Allegations and Responses

The principal public allegations are that Bin Sulayem maintained a close relationship with Epstein after the 2008 conviction, discussed sexual matters and women, visited Epstein properties, helped structure or mask the Great St. James purchase, and used Epstein in business and political access work.

The direct records substantiate a post conviction relationship, objectifying messages, London Gateway assistance, the confidential purchase authorization, and the DNA kit transaction. They do not by themselves substantiate participation in trafficking, knowledge that any woman was a minor, or corporate sponsorship of abuse.

Before Bin Sulayem’s departure, DP World declined detailed comment to several outlets. Reuters reported that the company did not immediately respond to requests addressing the allegations. Public announcements of the February 13 leadership change did not provide a detailed factual accounting of the Epstein relationship.

Bin Sulayem has not been criminally charged in connection with Epstein. Reporting has described denials or disputes concerning knowledge of the island transaction. The signed power of attorney makes the intended confidential purchase difficult to dismiss, but it does not alone answer who ultimately supplied the purchase funds or why title evolved as it did.


Court and Regulatory Findings

No court finding reviewed for this article establishes that DP World, Bin Sulayem, Essa Kazim, Yuvraj Narayan, or the Government of Dubai participated in Epstein’s sexual abuse or trafficking.

Epstein’s 2008 Florida conviction and 2019 federal prosecution are established legal facts. They make continued post conviction contact a governance and judgment issue. They do not transfer Epstein’s criminal liability to every correspondent.

The Great St. James records include allegations in government complaints and findings about Epstein’s entities, but no cited judgment finds that DP World owned the property or that Bin Sulayem committed a crime through the transaction. The London Gateway records establish correspondence, not an adjudication that UK support was corruptly obtained.


Institutional Response

The most concrete DP World response was leadership change. On February 13, 2026, the company named Essa Kazim chair and Yuvraj Narayan group chief executive, ending Bin Sulayem’s roles. Reuters and AP tied the timing to pressure generated by the expanded Epstein files.

British International Investment and Canada’s La Caisse had paused new activity with DP World pending action or review. After the leadership change, Reuters reported that the UK development finance institution would resume joint investments. That response shows the materiality of governance confidence to DP World’s partnerships.

The company should still publish a document preservation statement, scope of internal review, treatment of personal and corporate email accounts, findings about company resources, and whether the board knew of Epstein’s informal role. A personnel change answers who leads now. It does not answer what happened.


Survivor Impact

For survivors, the significance of this case is not corporate gossip. Epstein’s ability to remain useful to major executives and reach public officials after conviction helped preserve the aura of legitimacy that protected his social power.

Reporting should not publish passport images, contact details, or identifying information for workers and women appearing in the records. EFTA01044522, for example, includes material associated with a personal masseuse. The evidentiary point is the request and the network used to arrange training, not the individual’s identity.

Survivor centered analysis also resists two harmful errors: minimizing a powerful executive’s repeated post conviction contact, and declaring uncharged third parties guilty through association. Accuracy is not caution for its own sake. It keeps attention on provable conduct and prevents sensational mistakes from discrediting valid evidence.

The cited evidence establishes that:

  1. Bin Sulayem maintained direct, reciprocal contact with Epstein for years after Epstein’s 2008 conviction.
  2. While chair of DP World, Bin Sulayem sent Epstein a London Gateway strategy briefing that sought public support for a company project.

Under the Epstein Network Levels of Involvement Scale, Level 3 is appropriate when a person or institution has repeated, meaningful contact that affects real business, access, or operations, without evidence sufficient for the higher levels associated with knowing facilitation of abuse or direct participation.

DP World reaches Level 3 because Epstein received company strategy, edited a company chair’s lobbying letter, contacted a cabinet minister, and advised on access around a major corporate asset. This is more than social proximity. The rating does not rise to Level 4 or 5 because no cited evidence establishes that the organization knowingly enabled sexual exploitation, concealed crimes, or directly participated in abuse.

The rating applies to the organization, not every employee or subsidiary. Bin Sulayem requires a separate person level assessment because his personal record is broader than DP World’s corporate record.


Network and Institutional Significance

DP World shows how Epstein operated between formal institutions. He did not need a job title to be useful. A chairman could send him a financing argument, a minister could receive his nudge, and a royal introduction could be discussed outside normal company channels.

The company’s government ownership makes the network especially sensitive. London Gateway advocacy invoked a Dubai state visit, UK job creation, European finance, and the prospect of senior political attendance. The core London Gateway evidence is high reliability because it is contemporaneous, reciprocal, specific, and tied to identifiable documents and a real project. The power of attorney is also strong for what it says. Media summaries are secondary and should be checked against those primary records.

Important limitations remain:

  • OCR can misread names, currency signs, dates, and email addresses.
  • A produced email proves the message existed in the collected account, not that every statement in it was true.
  • Attachments may be separated from email cover pages or duplicated under multiple identifiers.
  • Redactions limit recipient identification and context.
  • The production may omit company systems, board records, encrypted messages, calls, and in person conversations.
  • No complete DP World internal investigation is public.
  • The Great St. James ownership sequence requires deed, bank, beneficial ownership, and attorney file reconstruction.
