Jeffrey Epstein’s apartment at 22 Avenue Foch in Paris was not merely a luxury residence. Property records, estate schedules, travel notices, household correspondence, appointment records, interior budgets, survivor related evidence, and a French judicial request show that it functioned as a long term European base within his wider network.

The residence occupied interconnected units in a prominent building in the 16th arrondissement, close to the Arc de Triomphe. Epstein controlled the units through the French property company SCI JEP. The available records identify large second floor reception and residential areas, smaller fifth floor rooms, two cellars, a private gym, and a specifically designated massage room.

French police searched the residence on September 23, 2019. According to an official French request for United States assistance, investigators seized two Apple computers, digital storage media, documents referring to Ghislaine Maxwell, and numerous photographs. Their examination identified images of young women and girls, including partially or totally unclothed subjects, and 30 videos dated from 2011 through 2015 that showed young girls, sometimes dancing in an apartment. The public judicial document does not say that every image or video was created at Avenue Foch, and it does not identify the people shown.

Survivor evidence also connects Epstein’s Paris operations to recruitment and travel. One anonymized attorney proffer says Epstein lured a client to Paris and Florida with an offer of employment and that the client later visited his Paris apartment. The same proffer reports sexual abuse in Florida and the United States Virgin Islands. It does not explicitly state that abuse occurred inside Avenue Foch. Other public reporting and French investigative records describe allegations of abuse in France, but each claim must be attributed to its source rather than merged into a single narrative.

Epstein left Paris for the United States in July 2019 and was arrested after his aircraft arrived at Teterboro Airport. His estate later sold the Avenue Foch property for €10 million in 2022. The sale ended the estate’s ownership, but it did not end the apartment’s evidentiary importance. Renewed French investigations opened in 2026 into possible human trafficking, sexual crimes, and financial offenses within Epstein’s French network.

Why 22 Avenue Foch Matters

The apartment links several parts of Epstein’s system that are too often studied separately. It was a corporate asset, a private residence, a workplace for staff, a destination recorded in regulated travel notices, a place where guests stayed, a meeting site used after his 2008 conviction, and a location searched in a criminal investigation.

The records show continuity. The property company existed from 2002. Epstein signed corporate documents for it in 2012. Interior work continued through at least 2016. Appointment records extend into 2019. Formal travel notices place him there in the months before his arrest. This was therefore not a brief hotel stay or incidental Paris address.

The location also matters because Paris connected Epstein to fashion, modeling, diplomacy, science, finance, culture, and international travel. Jean Luc Brunel, the French modeling agent who became a central subject of the French investigation, had documented access to the residence. That access is relevant to the inquiry, but access alone does not prove a crime occurred during a particular meeting.

Most importantly, the apartment must be understood through the experiences of survivors and potential victims. Luxury decor, famous visitors, and real estate values are secondary. The central questions are whether people were recruited, transported, isolated, exploited, recorded, or harmed there, who enabled access, and what evidence remains available to answer those questions.

Ownership Through SCI JEP

EFTA00311150 contains a 2012 French power of attorney signed by Jeffrey Epstein as manager of JEP, a société civile immobilière with capital of €10,000 and its registered office at 22 Avenue Foch. The document gives the company’s Paris registration number as D 441 627 171 and states that JEP held property rights in the building.

Epstein authorized attorney Marie Joseph Experton to represent the company at a May 30, 2012 meeting of the building’s coowners. This record does more than associate his name with an address. It documents his formal management of the entity that controlled the units.

The estate inventory in EFTA02751207 lists 999 shares of SCI JEP among Epstein’s assets. It identifies the underlying Avenue Foch lots and assigns the interest an initial estate value of $8,672,823, subject to appraisal and revision.

French corporate registry data for JEP, SIREN 441 627 171 records the company’s creation in March 2002, its address at 22 Avenue Foch, and later liquidation proceedings. The company was wound up after the apartment’s sale. Corporate control is significant because expenses, representation, maintenance, and disposition could be conducted through JEP rather than in Epstein’s personal name.

The 783.30 square meter total should not be treated as a definitive advertised living area. It combines units on two floors and excludes the common entrance and cellars. Sale reports have described the property as about 685 to 740 square meters, sometimes about 7,965 square feet. Those figures may use different legal, usable, or marketed area standards. The underlying lot schedule is more precise about what the company held, but it does not resolve which spaces were counted as habitable floor area in every publication.

Published acquisition figures require caution. Some reporting describes an aggregate purchase of about €3.5 million, while public land record summaries show separate transfers involving different lots and prices. The discrepancy likely reflects whether a figure covers one unit or the complete group. Without the full notarized deeds and annexes, a single exact total should not be presented as settled.

Interior Layout and Use

The documentary record reveals a residence designed for both private life and organized hospitality. The 2015 Alberto Pinto Agency budget in EFTA00594090 lists a living room, study, main entrance, dining room, principal bedroom and dressing area, principal bathroom, massage room, and round vestibule.

Other correspondence refers to a Chinese room, gym, bathroom work, steam room, audiovisual systems, mirrors, art placement, alarm systems, and continuing maintenance. EFTA00557084 discusses paintwork in a corridor between the Chinese room and massage room. EFTA02455860 discusses mirror placement in the main living room and massage room. EFTA02716095 refers to bathroom and steam room proposals associated with the massage area.

These records establish the names and planned functions of rooms. They do not establish that a crime occurred in any particular room. A room labeled for massage is nevertheless important because massage appointments were a documented feature of Epstein’s abuse pattern in the United States, and investigators must determine how each of his residences was used.

Sale photographs and later reporting describe an ornate interior with red leather, gilded details, taxidermy, art, a gym, and a sauna or steam area. Images taken for a sale can show the property’s later condition, but they may reflect staging, renovation, removed objects, or changed room functions. They should not be assumed to reproduce the exact 2011, 2015, or 2019 layout.

The budget excluded some storage, transport, delivery, installation, and insurance costs. It is evidence of planned spending, not proof that every item was purchased, delivered, or retained.

The Massage Room

The massage room is one of the most important documented spaces in the apartment. EFTA00594090 identifies a massage table and proposed work involving curtains, wall covering, sconces, a sink, and ceiling paint. Later correspondence in EFTA00557084 and EFTA02455860 places the room within the apartment’s internal circulation and ongoing design work.

The term must be handled with care. Epstein used massage as a method of recruitment and abuse described in the 2019 federal indictment and in survivor testimony concerning other properties. That established pattern makes the Avenue Foch room relevant. It does not, standing alone, prove that abuse occurred there.

The unresolved questions are evidentiary. Investigators need original room photographs, appointment logs, staff statements, device locations, DNA or trace evidence if preserved, and survivor testimony specific to the Paris residence. Decorative invoices can establish the room’s existence and layout, but not what happened inside it.

Operational correspondence shows that the apartment could receive guests even when Epstein was elsewhere. Staff arranged pickups, prepared rooms, communicated arrival times, and managed entry. That system made the residence an infrastructure asset, not simply a place where Epstein slept.

Jean Luc Brunel and the Paris Network

Jean Luc Brunel was a French modeling agent and a long standing Epstein associate. Survivors and witnesses accused him of sexual abuse and of helping supply young women and girls to Epstein. Brunel denied wrongdoing. French authorities arrested him in 2020, and he died in custody in February 2022 before trial. His death ended the possibility of a criminal verdict against him.

EFTA00375407 is significant because Brunel states that he knows how to enter the Avenue Foch property while asking for entry information for other expected attendees. The exchange shows familiarity and access, not merely a name in an address book.

The July 2020 French judicial request in EFTA00077200 describes the French inquiry as focused on Brunel and others in connection with Epstein. Investigators reviewed thousands of emails mentioning Brunel, allegations, women, and appointments. This establishes that Brunel’s relationship with Epstein was a major investigative line.

It does not follow that every model, agency employee, guest, or appointment linked to Brunel involved abuse. The correct inquiry is narrower: which people were recruited, who arranged their travel or meetings, what ages and representations were recorded, where they went, and whether staff or associates knew or facilitated exploitation.

Survivor Evidence and Evidentiary Limits

EFTA01247528, duplicated in EFTA00011526, is a March 1, 2021 attorney proffer to federal prosecutors and the FBI. The client’s identity is redacted.

The proffer says Epstein lured the client to Paris and Florida with an offer of employment. It reports later travel to Florida and the United States Virgin Islands involving sexual abuse. It also says the client went to Epstein’s Paris apartment while already in Paris, describes arrangements involving dental care around the time of his arrest, and says Epstein asked the client to find girls and to meet a young woman in Russia.

This is important evidence of recruitment, travel, and contact with the Paris residence. It should not be expanded beyond its words. The public proffer expressly locates reported sexual abuse in Florida and the Virgin Islands, not inside 22 Avenue Foch.

The 2020 French request separately states that victims interviewed in American investigations reported abuse in the United States and France, including Paris. The released request does not provide a complete, public, victim by victim location analysis. Responsible reporting therefore preserves three categories:

Survivor accounts should be evaluated on their own terms and with appropriate confidentiality. Gaps in public records do not invalidate an account. They define what can responsibly be stated from the released evidence.

Sex Offender Registration and Travel Notices

New York sex offender registry material reproduced in EFTA01699583 and EFTA01242506 identifies 22 Avenue Foch as a secondary residence. This shows that the property was formally disclosed as part of Epstein’s residence information after his 2008 Florida conviction.

The travel notification collection in EFTA02809037 records multiple international movements. One April 2019 notice states that Epstein would stay at 22 Avenue Foch from April 19 through April 30 for business and travel by private aircraft. A July notice says he would remain at the apartment until July 6 and then travel on aircraft N212JE to Teterboro, New Jersey.

Travel notices establish declared itinerary information. They are not complete passenger manifests, proof of every movement, or evidence that the stated purpose was accurate. They are valuable because they place Epstein himself at the Paris address within the regulatory reporting system and close to the date of his arrest.

The July 2019 Return From Paris

Epstein was arrested on July 6, 2019 after his private aircraft arrived at Teterboro Airport from France. The United States Attorney for the Southern District of New York announced federal charges for sex trafficking of minors and conspiracy. The indictment alleged that, between 2002 and 2005, Epstein sexually exploited and abused dozens of underage girls at his Manhattan and Palm Beach residences. Those federal counts did not charge conduct at Avenue Foch.

The July travel notice in EFTA02809037 connects his last prearrest departure to the Paris residence. It makes the apartment part of the arrest timeline, but it does not show what occurred there in the preceding days.

Epstein died in federal custody on August 10, 2019. His death prevented a trial on the 2019 charges. It did not erase survivor claims, end investigations of other people, or eliminate the need to preserve evidence from properties outside the United States.

September 2019 Search

French investigators searched 22 Avenue Foch on Monday, September 23, 2019. The operation occurred within a French preliminary investigation opened in August 2019 into alleged rape of minors, sexual assault, and criminal association connected to Epstein’s network.

The most detailed public account is not a press report. It is the English translation of a formal French mutual legal assistance request in EFTA00077200. The French version appears in EFTA00077207.

The document describes items seized at the residence and subsequent digital review. Because it is a request for investigative assistance, its statements describe evidence and investigative findings, not final trial verdicts. The distinction matters, especially for unidentified people shown in images or listed in documents.

The presence of a name in a spreadsheet, email, photograph, calendar, or address book does not establish victim status, criminal conduct, or knowledge. Identification work should prioritize the safety and consent of possible victims rather than public exposure.

The French Criminal Investigation

The Paris prosecutor’s office opened an inquiry in August 2019 after information from the United States and public allegations indicated possible conduct in France. Contemporary reporting said French authorities appealed for victims and witnesses and had interviewed three people who identified themselves as victims by September 2019.

The judicial request in EFTA00077200 sought American assistance with witnesses, records, seized evidence, and links involving Brunel and Epstein. It reflects a cross border investigation rather than an isolated French property search.

Several dates appear in public descriptions. The statement of facts refers to an inquiry initiated on August 23, 2019. Another procedural passage refers to the preliminary investigation as opened on August 30. These may describe different formal steps. The record should preserve both instead of selecting one without the underlying docket.

Brunel’s death in custody in 2022 closed the path to trying him. It did not produce an acquittal or a finding that survivor allegations were false. It also did not resolve the roles of other possible recruiters, facilitators, staff members, or financial actors.

Renewed French Investigations in 2026

On February 18, 2026, the Paris prosecutor announced two new Epstein related investigations after the release of additional United States records.

One investigation concerns possible human trafficking and sexual crimes. The other concerns financial wrongdoing, including possible money laundering, corruption, and tax fraud. Reuters and the Associated Press reported that specialized prosecutors would analyze public material, new complaints, and released records, while authorities encouraged victims and witnesses to come forward.

In September 2026, French reporting said investigators had identified 26 potential victims in the broader inquiry, including 13 who had not appeared in earlier case files, and were pursuing leads concerning potential recruiters. These figures concern the wider French network. They do not mean that 26 people were harmed at Avenue Foch, and the public reporting does not establish such a location count.

The renewed investigations increase the apartment’s importance as an evidence repository. Questions about device extraction, property access, financial flows, guest scheduling, recruitment, and the identity of people in seized media may now be revisited with records that were not public in 2019.

Separate Epstein evidence photographs show a gathering in an elaborate white and gold salon. EFTA01068906 and EFTA01068907 show the occupied room. EFTA01624257 through EFTA01624260 show the same interior in an Epstein associated message export.

An earlier EpsteinWiki investigation tested Château de Chantilly and found no convincing architectural match. Avenue Foch remains a plausible alternative because it was a large, ornate Paris residence used by Epstein. Public sale images, however, do not provide a fixed feature match to the evidence salon.

The Avenue Foch theory should remain an open lead, not a caption. Original image metadata, police room photographs, plans, and pre sale interior archives could confirm or exclude it.

That Epstein personally authored every email from an account associated with him.
That the ornate salon in EFTA01068906 and related images is the Avenue Foch apartment.

Evidentiary Significance

The Avenue Foch record is unusually valuable because independent evidence types converge on the same address. Corporate records establish control. Estate records identify the lots. design budgets identify room functions. Travel notices place Epstein there. Staff correspondence maps daily operations. Appointment records show access. Survivor related evidence connects Paris to recruitment. Police and judicial records document seizure and review.

No single category answers every question. Together, they create a framework for testing witness accounts and reconstructing conduct. For example, an appointment email becomes more informative when compared with aircraft movements, driver instructions, building access, device timestamps, and room photographs. A name in a spreadsheet becomes meaningful only after investigators determine why it was collected and whether the person can be approached safely.

The property also illustrates how a trafficking investigation can extend beyond the site of an alleged assault. A residence may facilitate recruitment, grooming, accommodation, isolation, transportation, record keeping, payment, photography, or introductions even when a specific offense cannot yet be assigned to a particular room.

The central evidentiary duty is to distinguish connection from culpability. The archive contains many connected people. Criminal or civil responsibility requires additional facts about knowledge, intent, assistance, concealment, or direct conduct.
