Jeffrey Epstein did not need an official diplomatic title to enter the rooms where international policy was shaped. He had Terje Rød Larsen.

Rød Larsen was not a casual dinner guest whose name appeared once in a calendar. He was an architect of the Oslo Accords, a former senior United Nations envoy, and the longtime president of the International Peace Institute, a prestigious policy organization located beside UN headquarters in New York.

The released record documents a relationship with Epstein extending across approximately fifteen years. It included repeated dinners, introductions to world leaders, internal policy briefings, access to diplomatic networks, five Epstein affiliated donations totaling $650,000 to the International Peace Institute, and a $130,000 personal loan to Rød Larsen.

The relationship extended into Rød Larsen’s family. Epstein provided or arranged accommodations, travel logistics, gifts, educational assistance, professional introductions, and help with a child’s university application. Epstein’s final will, signed two days before his death, designated $5 million each for Rød Larsen’s twins.

Rød Larsen resigned from the International Peace Institute in October 2020 after Norwegian journalists exposed the undisclosed financial relationship. He apologized for what he called failed judgment.

An IPI commissioned forensic review found no evidence that Rød Larsen or the institute violated existing laws or regulations. It also found no evidence that Epstein received a specific benefit from IPI in exchange for his donations. The review nevertheless concluded that Rød Larsen should have disclosed the donations to the board and should never have accepted a personal loan from an institutional donor.

The records released in 2026 expanded the story well beyond those original disclosures. Norwegian authorities opened a criminal investigation concerning alleged aggravated corruption involving Rød Larsen and his wife, diplomat Mona Juul. Both deny criminal liability.

The evidence does not establish that Rød Larsen participated in Epstein’s sexual abuse or knew the full scope of the trafficking operation. It establishes something different and institutionally significant: Epstein obtained sustained access to diplomatic families, United Nations adjacent policy networks, international leaders, and respected institutions through a relationship that blended donations, personal financial assistance, family benefits, and elite introductions.


Who Is Terje Rød Larsen?

Terje Rød Larsen is a Norwegian sociologist, former politician, diplomat, and international policy executive.

He helped establish the Fafo Institute for Labour and Social Research in Norway. Through Fafo, Rød Larsen and his wife, Mona Juul, helped organize the secret negotiations between Israeli and Palestinian representatives that produced the 1993 Oslo Accords.

Rød Larsen later held several Norwegian and United Nations positions, including:

  • Norwegian Minister of Administration and Planning.
  • United Nations Special Coordinator in the Occupied Territories.
  • United Nations Special Coordinator for the Middle East Peace Process.
  • United Nations Under Secretary General.
  • Special Envoy for implementation of UN Security Council Resolution 1559 concerning Lebanon.

Rød Larsen became president of the International Peace Institute in 2005 and remained there until his resignation in 2020.

His diplomatic career gave him access to political leaders, ambassadors, royal families, United Nations officials, major philanthropists, financial executives, and international policy institutions.

The Epstein records show that some of this access became available to Epstein.


The International Peace Institute

The International Peace Institute, commonly known as IPI, is a New York based policy organization founded in cooperation with United Nations Secretary General U Thant in 1970.

IPI works on:

  • International peace and security.
  • Peacekeeping operations.
  • Conflict prevention.
  • Mediation.
  • Sustainable development.
  • Humanitarian policy.
  • United Nations reform.

Its location beside United Nations headquarters and its relationships with diplomats gave the institute unusual convening power.

Under Rød Larsen, IPI expanded its international offices and hosted senior figures from government, finance, diplomacy, academia, and philanthropy.

This institutional prestige mattered to Epstein. A relationship with IPI could present him as a donor to peacebuilding rather than a convicted sex offender seeking renewed access to elite society.


The Length and Nature of the Relationship

The Epstein Data corpus investigation identifies approximately 221 EFTA records connected to Rød Larsen and describes a relationship lasting roughly fifteen years.

The records include:

  • Direct messages.
  • Assistant correspondence.
  • Dinner arrangements.
  • Travel logistics.
  • Family passport information.
  • Gifts.
  • IPI reports.
  • Diplomatic briefings.
  • Foundation proposals.
  • Introductions to political and business leaders.
  • Medical assistance.
  • Educational applications.
  • Epstein’s estate documents.

This was not simply a donor appearing on an annual contribution list.

The relationship operated at institutional, diplomatic, personal, and family levels.


Epstein’s Donations to IPI

Epstein affiliated foundations made five donations to IPI totaling $650,000 between 2011 and 2019.

The donations represented approximately 0.9 percent of the institute’s total revenue during that period.

The funding included support connected to the Rick Hooper Distinguished Fellowship, named after a United Nations diplomat killed in the 2003 bombing of the UN headquarters in Baghdad.

Epstein Data document EFTA00923330 contains an IPI donor brief announcing the fellowship.

Epstein Data document EFTA02721041 contains press coverage of the fellowship, while EFTA02006494 contains an Epstein foundation press release associating Epstein with IPI’s work.

Epstein received more than a tax deduction. His name was linked with an established international peace institution working beside the United Nations.


Why the Donations Were Problematic

Epstein’s 2008 conviction and sex offender status were public before most of the documented IPI donations.

The central governance problem was not that a charity unknowingly received money from a donor whose crimes had never been reported. It was that IPI’s president solicited or accepted contributions from a publicly registered sex offender while maintaining a personal relationship with him.

The IPI board was not fully informed about:

  • The scope of the relationship.
  • The total Epstein affiliated funding.
  • Rød Larsen’s personal financial dealings with Epstein.
  • The potential conflict between institutional fundraising and personal benefit.

The donations were recorded in IPI’s books and reported to the Internal Revenue Service. Proper accounting, however, does not resolve whether accepting the money was ethically appropriate or whether the board received enough information to exercise oversight.


The $130,000 Personal Loan

In 2013, Epstein made a personal loan of approximately $130,000 to Rød Larsen.

The loan was later repaid.

Rød Larsen did not initially disclose the personal loan to the IPI board, even though he was simultaneously obtaining institutional donations from Epstein related entities.

This created a direct conflict concern.

A nonprofit executive responsible for soliciting donations was receiving personal financial assistance from the same donor. Even if the loan was genuine, documented, and repaid, it could affect or appear to affect:

  • Fundraising decisions.
  • Donor access.
  • Institutional invitations.
  • Staffing decisions.
  • Program priorities.
  • Introductions to public officials.
  • The executive’s willingness to scrutinize the donor.

IPI’s later probity review concluded that Rød Larsen should not have accepted the loan.


What Is Known About the Loan

The publicly established facts are:

  • Epstein provided Rød Larsen with approximately $130,000 in 2013.
  • The transaction was described as a short term personal loan.
  • Rød Larsen repaid it.
  • IPI’s accounts did not contain transactions related to the loan.
  • The loan was not disclosed to the board when it occurred.
  • The loan became public through Norwegian investigative reporting in 2020.

The public record has not fully established:

  • Why Rød Larsen needed the money.
  • The precise loan terms.
  • Whether interest was charged.
  • What documentation existed at the time.
  • Whether Epstein expected access or favors in return.
  • Whether anyone else at IPI or in the Norwegian government knew about it.

The existence and repayment of a loan do not themselves prove corruption. The relationship between the loan, institutional donations, diplomatic access, and family benefits is now part of the Norwegian investigation.


The 2020 Resignation

On October 29, 2020, Rød Larsen resigned as president and chief executive of IPI.

The resignation followed reporting by the Norwegian newspaper Dagens Næringsliv exposing the Epstein affiliated donations and personal loan.

The IPI board said Rød Larsen had apologized for his failed judgment.

The Associated Press report on the resignation described Rød Larsen as acknowledging poor judgment in securing donations from Epstein related foundations.

The PassBlue account reported that the personal loan had been repaid but that its original purpose remained unclear.

IPI chair Kevin Rudd said the board acted after learning the extent of the relationship.


IPI’s KPMG Forensic Review

After accepting Rød Larsen’s resignation, IPI commissioned KPMG to conduct a forensic review.

According to IPI’s published summary, KPMG examined more than 152,000 transactions covering January 2010 through October 2020.

The review searched for transactions involving Epstein and fifty six reportedly affiliated entities.

KPMG found:

  • No Epstein related donations beyond those IPI had publicly disclosed.
  • No payments from IPI to Epstein or his entities.
  • No IPI transactions related to Rød Larsen’s personal loan.
  • No Epstein related IPI expenses other than a $122 meal expense submitted by Rød Larsen in 2011.
  • Proper disclosure of the donations to the Internal Revenue Service.
  • Five donations totaling $650,000.
  • A $14,158 reimbursement from an Epstein affiliated entity for airfare initially paid by IPI for economist Larry Summers.

The review was an institutional financial examination. It did not determine every aspect of Epstein and Rød Larsen’s personal or diplomatic relationship.


The IPI Probity Review

IPI also commissioned a probity review to determine whether laws, policies, or regulations had been breached.

The review found:

  • No evidence that IPI or Rød Larsen violated a law or regulation through their contact with Epstein.
  • No evidence that Epstein received a specific personal benefit from IPI in exchange for his donations.
  • No technical violation of IPI policies existing at the time.

It also concluded:

  • Rød Larsen should have informed the board that he was securing money from Epstein affiliated entities.
  • Rød Larsen should not have accepted a personal loan from Epstein.
  • IPI needed stronger donor vetting, conflict disclosure, and governance policies.

The review did not have the benefit of all records released by DOJ in 2026. Its conclusions should be understood in that temporal and evidentiary context.


IPI Redirected the Equivalent of Epstein’s Donations

In November 2019, IPI announced that it would donate an amount equivalent to Epstein’s contributions to programs serving survivors of human trafficking and sexual assault.

The decision was taken after Epstein’s July 2019 arrest and August 2019 death.

Returning or redirecting a donor’s money can address the financial benefit retained by an organization. It cannot undo the access, legitimacy, introductions, or institutional association the donor received while the relationship was active.


Epstein’s Access to the United Nations World

Rød Larsen’s value to Epstein extended beyond IPI’s balance sheet.

The records place Epstein in repeated proximity to:

  • UN officials.
  • Ambassadors.
  • Former prime ministers.
  • Middle Eastern political leaders.
  • European diplomats.
  • Philanthropic foundations.
  • International bankers.
  • Academic leaders.
  • Nobel related figures.

An internal Norwegian government memorandum described IPI as an institution located beside UN headquarters, with the UN secretary general serving as honorary chair.

The United Nations was not shown to have accepted Epstein as an official adviser. IPI’s institutional proximity and Rød Larsen’s personal network nevertheless provided access to the UN diplomatic world.


The Rick Hooper Fellowship

Epstein’s foundation funded the Rick Hooper Distinguished Fellowship at IPI.

Rick Hooper was a respected UN political affairs officer killed in the 2003 bombing of the United Nations headquarters in Baghdad.

Associating Epstein’s name with a fellowship honoring a slain diplomat gave his foundation a powerful form of reputational legitimacy.

It connected Epstein to:

  • International public service.
  • Peacebuilding.
  • Sacrifice in the line of diplomatic duty.
  • United Nations policy work.
  • A respected research institution.

The ethical problem was not only where the money went. It was what the affiliation allowed Epstein to become in public descriptions.


Bill Gates Foundation Information

The Epstein files show Rød Larsen forwarding internal IPI information about Bill & Melinda Gates Foundation funding to Epstein.

On November 1, 2013, Rød Larsen forwarded an internal message reporting that IPI had received $1.25 million as the first installment of $2.5 million in general operating support from the Gates Foundation.

The record is preserved as EFTA01754172.

Rød Larsen also forwarded a report on an IPI meeting with the Gates Foundation, preserved as EFTA01959363.

Another thread, EFTA01745511, involves Epstein coordinating or commenting on a Gates Foundation proposal while Rød Larsen was included in the communication.

These documents show that Epstein was kept informed about significant institutional funding developments at IPI.

They do not establish that the Gates Foundation knew internal information was being forwarded to Epstein or that Gates Foundation money was transferred to Epstein.


The Gates, Jagland, and Rød Larsen Dinner

Emails and calendar records show plans for a September 2013 dinner at Epstein’s Manhattan residence involving Epstein, Bill Gates, Rød Larsen, and Thorbjørn Jagland.

Relevant records include:

The records establish planning and availability. Each person’s attendance should be confirmed through the most complete calendar, participant, and transportation evidence available.

The importance of the proposed dinner is structural. Epstein was using his residence as a meeting place where philanthropy, diplomacy, international policy, and personal relationships overlapped.


Rød Larsen and Thorbjørn Jagland

Thorbjørn Jagland is a former Norwegian prime minister, former secretary general of the Council of Europe, and former chair of the Norwegian Nobel Committee.

The Epstein files repeatedly place Jagland and Rød Larsen within the same meeting network.

In EFTA01940984, an email introduces Jagland to Epstein by emphasizing his positions at the Council of Europe and Nobel Peace Prize institution.

Other records show Jagland communicating with Epstein about meetings.

A September 2014 people to see list, EFTA02097678, includes Jagland, Rød Larsen, Peter Thiel, Larry Summers, and other prominent figures.

The documents establish access and introductions. They do not establish that Rød Larsen controlled Nobel decisions or that Epstein influenced the Nobel Peace Prize.


Dinners With Political, Financial, and Cultural Figures

The records contain repeated dinner arrangements involving Rød Larsen and Epstein.

Documented or proposed participants across various events included:

These names did not necessarily appear at one event, and a calendar entry is not always proof of attendance.

The 2014 dinner record EFTA00284908 is particularly significant because it shows the breadth of the network surrounding Epstein after his conviction.

Presence at a dinner does not establish participation in Epstein’s crimes. Repeated post-conviction access demonstrates how thoroughly Epstein regained elite acceptance.


The Rød Larsen Family’s Travel Information

Epstein’s staff maintained passport and travel information for Rød Larsen’s family.

Epstein Data document EFTA02319920 includes passport information for:

  • Terje Rød Larsen.
  • Mona Juul.
  • Their twins, Edward and Emma.

Additional records describe planning for a Bermuda trip and confirm that staff evaluated visa requirements.

Possession of passport information can have ordinary explanations when staff arrange international travel. It also demonstrates the degree of administrative access Epstein’s office had to the family.

The available corpus does not conclusively establish every person who completed the proposed Bermuda trip or what occurred during it.


Hilde Rød Larsen’s Stay at Epstein’s Paris Apartment

In July 2012, Rød Larsen’s adult daughter Hilde and her boyfriend stayed at Epstein’s residence at 22 Avenue Foch in Paris.

Epstein Data document EFTA02165635 contains arrangements for the stay.

Related records include:

Epstein’s staff arranged airport pickup and accommodation.

Afterward, Hilde sent a message thanking Epstein for allowing the couple to stay in his apartment. The thank you appears in EFTA02558113.

This was a personal family benefit, not an IPI institutional transaction.

There is no evidence in these records that Hilde participated in or knew about Epstein’s crimes.


Rød Larsen’s Own Paris Use and Social Network

Records also show Rød Larsen traveling to or using Epstein’s Paris network.

EFTA01844300 contains travel coordination involving Rød Larsen’s arrival in Paris and transportation connected to 22 Avenue Foch.

Other records place Rød Larsen at Paris dinners involving figures such as Ariane de Rothschild and Fabrice Aidan.

A January 2019 people to see list, EFTA00285747, still included “Terje,” demonstrating that the relationship continued close to Epstein’s final arrest.


The 2012 Norwegian Visa Exchange

In November 2012, Epstein contacted people connected to Rød Larsen and IPI about a woman waiting for a Norwegian visa.

Relevant documents include:

Rød Larsen responded that the consular requirements were normal, the applicant should have applied earlier, and the process would need to be completed again.

This particular exchange does not show Rød Larsen overriding visa procedures. His response appears to redirect Epstein toward the normal process.

The available record does not establish:

  • The applicant’s identity.
  • Her relationship with Epstein.
  • Her purpose for traveling.
  • Whether she received the visa.
  • Whether Rød Larsen took further action.

Other reporting has raised broader allegations concerning IPI internships and visa assistance for women in Epstein’s orbit. Those claims require examination against the specific underlying documents rather than being merged into this particular 2012 exchange.


Allegations Concerning Women and IPI Internships

Norwegian reporting and 2026 investigations raised questions about young women from Eastern Europe who reportedly received short IPI internships, employment assistance, recommendation letters, or photographs connected to Epstein.

A November 2019 Norwegian government memorandum in EFTA00084224 refers to a short IPI placement and photographs taken at the United Nations that were sent to Epstein.

The identity and full context of the person described in that passage remain unclear from the extracted record.

Al Jazeera’s 2026 investigation reported allegations that Rød Larsen helped women in Epstein’s orbit obtain professional or visa support by describing them as possessing extraordinary abilities.

These allegations are serious but require document specific treatment.

It is established that Epstein used education, employment, modeling, and visa assistance within his wider network. It is not established from the presently cited records that Rød Larsen knowingly participated in sex trafficking.


Edward Rød Larsen’s Educational Assistance

The released records show Epstein closely involved in the education and career planning of Rød Larsen’s son Edward.

The documents include:

  • Edward’s curriculum vitae.
  • Internship information.
  • University application materials.
  • Epstein’s edits to application essays.
  • Recommendations and introductions.
  • Communications with NYU connected figures.
  • Advocacy from senior diplomatic contacts.

In EFTA02618315, EFTA02618381, and EFTA02617427, Epstein edited Edward’s NYU application essays.

Other records show Epstein helping circulate Edward’s résumé and professional information.

This demonstrates a relationship extending deeply into family affairs. It does not establish wrongdoing by Edward, who was a minor during many of the documented interactions.


Diplomatic Support for Edward’s NYU Application

In January 2019, Lana Nusseibeh, the United Arab Emirates ambassador and permanent representative to the United Nations, wrote to NYU President Andrew Hamilton supporting Edward’s application.

The letter, on official diplomatic mission letterhead, is preserved in EFTA01614516.

NYU trustee Rita Hauser also indicated that she would recommend Edward to the admissions office. That communication appears in EFTA02626583.

The records show Epstein receiving or coordinating information about these recommendations.

They do not establish:

  • That NYU admitted Edward.
  • That NYU improperly changed an admissions decision.
  • That Edward knew Epstein was coordinating the advocacy.
  • That the diplomats or trustees knew the scope of Epstein’s crimes.

The documents demonstrate Epstein’s ability to mobilize influential people around a diplomatic family.


Gifts to Edward and Emma

Epstein’s records include gifts to Rød Larsen’s twins.

In 2018, Epstein’s staff arranged Apple Watches for Edward and Emma. Relevant records include:

An Apple Watch for Edward was shipped to the Norwegian ambassador’s residence in London, where Mona Juul was serving.

A later record indicates that Emma’s watch was returned and credited. The reason is not established.

Other correspondence describes a gift sent to Edward’s school. Epstein’s own staff questioned whether the declared customs value accurately reflected the item being shipped.

These gifts do not prove corruption. They show that Epstein’s relationship with Rød Larsen included direct benefits to his children.


Epstein’s Final Will

Epstein signed his final will on August 8, 2019, two days before his death in federal custody.

The final will named Rød Larsen’s twins as beneficiaries:

  • Emma Rød Larsen: $5 million.
  • Edward Rød Larsen: $5 million.

The relevant provisions appear in EFTA01266204.

Earlier drafts, including EFTA00098341 and EFTA00128887, reportedly included a $2 million provision for Emma but no corresponding provision for Edward.

The final will increased Emma’s amount and added Edward.

That revision is powerful evidence of how significant the family was to Epstein shortly before his death.


What the Will Does and Does Not Prove

The will proves that Epstein directed his estate to provide substantial sums to Edward and Emma if they survived him and if the provisions could legally be carried out.

It does not establish:

  • That either child requested the money.
  • That either child knew about the provision.
  • That Rød Larsen or Mona Juul knew about it before Epstein’s death.
  • That either bequest was paid.
  • Why Epstein selected them.
  • That the money represented payment for a specific favor.
  • That either child committed wrongdoing.

The amount and late revision require scrutiny. They do not permit speculation about the children’s conduct.


The April 2018 Medical Emergency

In April 2018, Rød Larsen communicated directly with Epstein after fainting and being injured in Washington, D.C.

The messages appear in EFTA01614423.

Rød Larsen reported:

  • A head injury.
  • Bleeding.
  • A dislocated knee.
  • Hospitalization.

Epstein helped arrange medical care at Mount Sinai through physician Rony Berdugo.

This exchange demonstrates personal reliance and trust. The relationship was not limited to formal IPI fundraising correspondence.


The “Best Friend” and Character Statements

Released reporting has attributed affectionate and strongly supportive descriptions of Epstein to Rød Larsen, including references to Epstein as a close or best friend and as a good human being.

Any quotation should be linked to the original message before publication because phrasing, sender attribution, translation, and surrounding context matter.

The broader corpus independently establishes a close relationship through years of messages, dinners, assistance, gifts, institutional funding, and family involvement.

Rød Larsen later said he had relied on misleading representations of Epstein and regretted doing so.


The 2026 Norwegian Criminal Investigation

In February 2026, Norway’s economic crime authority, Økokrim, opened a criminal investigation involving Mona Juul and Terje Rød Larsen.

Norwegian reporting described Juul as suspected or charged in connection with aggravated corruption and Rød Larsen as suspected or charged with contributing to aggravated corruption.

Because Norwegian criminal terminology does not map perfectly onto American usage, the safest formulation is:

Norwegian authorities formally placed Mona Juul and Terje Rød Larsen under investigation on aggravated corruption related allegations. The investigation remains ongoing, and both deny criminal liability.

Authorities reportedly searched property connected to the couple.

The Norwegian financial press report states that the investigation was at an early stage.

No final judgment should be implied.


Mona Juul’s Resignation

Mona Juul resigned from her ambassadorial post amid the 2026 scrutiny.

She had most recently served as Norway’s ambassador to Jordan and Iraq and previously represented Norway at the United Nations and in Israel and the United Kingdom.

Associated Press reporting states that Juul described her contact with Epstein as limited and personal through her husband.

She has denied corruption.

Juul’s government position makes questions about gifts, official influence, diplomatic letters, and benefits to family members particularly sensitive. Her role should nevertheless be addressed separately from her husband’s better documented direct relationship.


Norway’s Wider Institutional Investigation

In March 2026, Norway’s parliament voted unanimously to establish an independent investigation into links between Epstein and the Norwegian foreign policy establishment.

According to the Guardian’s report, the review was expected to examine:

  • Foreign ministry contacts.
  • Diplomatic conduct.
  • Government funding.
  • International policy institutions.
  • Relationships involving Rød Larsen, Juul, Jagland, and other Norwegian figures.

The review reflects institutional concern. It is not evidence that every person named committed a crime.


Did Epstein Influence the Oslo Accords?

The Epstein relationship has prompted speculation about whether he influenced Rød Larsen’s role in the Oslo peace process.

The chronology does not presently support that conclusion.

The secret Oslo negotiations occurred primarily in 1992 and 1993. The strongest documented Rød Larsen and Epstein relationship belongs to later years.

There is no reliable evidence reviewed for this article establishing that:

  • Epstein designed the Oslo Accords.
  • Epstein financed the original negotiations.
  • Epstein directed Rød Larsen during the talks.
  • Epstein acted for an intelligence service to control the peace process.

Key Findings

Terje Rød Larsen was one of Epstein’s most important diplomatic access points.

The relationship combined institutional donations, a personal loan, diplomatic introductions, private dinners, internal policy information, travel assistance, medical help, family gifts, educational advocacy, and multimillion dollar estate provisions.

IPI’s 2020 review answered a narrow institutional question. It found no evidence that the institute’s accounts concealed additional Epstein transactions or that existing laws were violated. It did not erase the conflicts created when IPI’s president accepted a personal loan from the same donor whose money he brought into the organization.

The 2026 records show that the relationship was deeper than the public understood when Rød Larsen resigned. Epstein was not simply writing checks to a think tank. He was woven into the professional and family life of its president.

The evidence does not establish that Rød Larsen participated in Epstein’s sex trafficking crimes.
