Ehud Barak and Jeffrey Epstein: The Arrangement Records

Snapshot
- Barak’s December 2014 thank you confirms an island experience. The earlier January proposal had changed into Palm Beach and Tampa arrangements.
- The apartment correspondence places Barak and his wife Nili in apartment 11J, with Epstein’s staff arranging cleaning and reimbursement.
- The September 2015 cancellation shows why a private flight reservation cannot automatically be counted as a journey.
- The alarm arrangements describe protective access controls for the apartment, not proof of an intelligence operation or sexual surveillance.
- Dershowitz’s November 2019 counterclaim relayed a sexual allegation naming Barak. It was an adversarial pleading, not a judicial finding.
- Barak’s February 2026 response expressed regret about the relationship while denying that he witnessed inappropriate conduct.
The arrangement records connect repeated hospitality, practical assistance, introductions and investment discussions. Their strongest evidence concerns identifiable actions: a pickup requested, an apartment prepared, a booking cancelled, a payment instructed or a visit acknowledged. Questions about women require a separate assessment of photographs, firsthand accounts and allegations. None of those categories should silently become another.

Repeated contact and social invitations
Barak’s July 2019 account acknowledged repeated meetings, visits to Manhattan properties and an island visit. He attributed the original introduction to Shimon Peres. Those admissions establish a relationship; they do not supply a reliable count or resolve what happened at every meeting.
The April 23, 2013 dinner schedule listed Barak, Nili, Woody Allen, Soon Yi, Bob Kerrey, Mort Zuckerman, Joel Klein and Nicole Seligman, with a chef assigned. The record establishes an intended social dinner and named invitees. Without a completed attendance record, it cannot establish that everyone arrived or that every listed plan occurred.
The June 9, 2014 schedule placed Peter Thiel and Barak at an evening dinner. It is evidence of Epstein’s role arranging access between prominent contacts, rather than evidence of any sexual arrangement.
The June 2017 scheduling instruction identified Nili as Barak’s wife and the person staff normally emailed to make or confirm his appointments. It also forwarded her arrival and departure information. Her repeated presence in scheduling correspondence therefore has an explicit administrative explanation in the records.
Women in the calendars and photographs
The November 15, 2013 schedule listed a 3 p.m. appointment with Barak and Nili and a separate 7 p.m. appointment with Ramsey. The covering message discussed names of women expected with Ramsey. The four hour separation is material: the page does not show that Barak met those women or remained for the later appointment.
The released photograph clipping captions a Polish model with Barak at Epstein’s townhouse in 2014. Separate images involve Woody Allen and Bill Gates; this is a press clipping, not an original camera file.
The Wall Street Journal’s investigation provides the original reporting. The photograph establishes contact, without depicting abuse or a sexual arrangement involving Barak.
EpsteinWiki’s photographic evidence review separately examines the January 2016 entrance sequence and the undated estate group photograph. The street sequence documents access to the townhouse; photographs of other visitors that day do not establish overlapping presence. The group image is a different evidentiary item and should not be used to supply missing participants, timing or activities for the street photographs.
Barak’s response to the street photograph acknowledged that he was the person entering the house and attributed his head covering to the cold. He described the visit as lunch or conversation. His explanation is a participant’s account; the photograph cannot independently establish the visit’s purpose.
January 2014 island plans were changed
The January 9 exchange described travel through New York to St Thomas and Barak’s effort to arrange an island visit without his security personnel. Taken alone, it records an intended itinerary and a security preference. It does not establish an arrival.
The January 11 and 12 correspondence changes the picture. Nili proposed meeting in New York instead and finding a later date for the island. Epstein suggested Palm Beach on January 25 and a flight to Tampa the following day. Nili accepted that alternative in principle and said they would book a hotel because they were travelling with security.
The January 24 itinerary then listed a January 25 appointment with Barak in Palm Beach and a January 26 flight from Palm Beach to Tampa. This later schedule fits the revised plan. It should not be combined with the superseded island proposal to manufacture a completed island stay.
December 2014 island hospitality
EpsteinWiki’s Little Saint James overview provides the broader property context. The Barak correspondence below is assessed separately, with proposed movements distinguished from his acknowledgments after the visit.
The December 12 pickup exchange records Epstein offering transport to his island. Barak requested a later time, asked where to find the driver and then said Nili would remain at the hotel because she was unwell. He asked to bring one security officer. The message fixes that day’s stated plan, not the entire weekend’s guest list.
The December 13 staff exchange preserves Nili’s request about coming over that day and Epstein’s instruction for a noon pickup. The thread also contains the previous day’s island lunch invitation. A second pickup instruction does not by itself prove a second completed island visit, but it prevents the December 12 message from being treated as the complete itinerary.
Barak’s December 13 message thanked Epstein for hospitality and described the island favourably while forwarding a political document. Unlike a calendar entry, this is a participant’s retrospective acknowledgment of an island experience.
The December 16 followup again thanked Epstein for the US Virgin Islands weekend and characterized the island as its highlight. The same message discussed arranging a Reporty conference call and a possible joint corporate structure. The juxtaposition documents hospitality alongside business work, without establishing that hospitality was payment for any particular act.
Barak’s account reported by AP described a short island visit, accompanied by his wife and security, during which he saw Epstein and maintenance workers. The December correspondence supplies more detailed proposed movements on two days. It does not establish that Nili’s December 12 absence continued the next day, nor does it independently settle the number or duration of completed visits.
Flights, reservations and cancellations
Visoski’s October 15, 2009 deposition recalled Barak flying perhaps once, probably from Palm Beach to Teterboro. He did not know the purpose and said he would need logs to confirm whether Epstein was aboard. Asked whether he remembered young girls on that flight, he answered no. This is limited recollection, not a complete passenger manifest or a finding about every flight Barak took.
JetSuite reservation 172186 listed a September 16, 2015 Citation Jet 3 journey from Washington Dulles to Boston Logan on Epstein’s account, with Richard Kahn as the contact. Barak was lead passenger, alongside Nili and a third passenger. The sheet left the aircraft and crew unassigned.
The September 11 correspondence explicitly asked staff to cancel that private flight after plans changed. Groff said she would tell Kahn to cancel JetSuite. The reservation proves a booking was arranged; the later instruction is evidence against counting it as a completed charter. The surviving pair does not establish the airline eventually used.
The September 2016 arrangements proposed a meeting at Martin Nowak’s Harvard office, followed by a Bedford to Teterboro flight with Epstein. Nili discussed the meeting location, ground transport and security names. She also thanked staff for preparing the apartment. This is detailed coordination, but the email alone is not an arrival record or final flight manifest.
| Record | What it establishes | What remains unproven |
|---|---|---|
| January 2014 correspondence | Island plan displaced by another itinerary | Completed island travel that January |
| December 2014 acknowledgment | Barak reported experiencing the island | Exact visit count, duration and full company |
| September 2015 cancellation | Instruction to cancel the proposed charter | Actual replacement journey |
| September 2016 arrangements | Meeting and flight coordination | Completed travel from this email alone |
The apartment and the separate townhouse
EpsteinWiki’s apartment building study examines the wider property network. For Barak, the most specific records concern a viewing, occupancy, cleaning and access arrangements.
Nili’s June 29, 2015 message said Epstein had offered the previous day to show them apartments on East 66th Street. Staff supplied 301 East 66th Street, explained that the apartments were occupied by guests and proposed arranging someone to show them around. Nili accepted a 1 p.m. visit.
The September 2015 cleaning approval shows Groff asking Epstein to authorize a cleaner for Barak and Nili’s apartment on three October dates, at $70 per cleaning. It identifies apartment 11J. Epstein approved. The arrangement is concrete household support, though the message alone is not a completed cleaning log.
The January 2016 cleaning chain states that Barak and Nili were staying in 11J and wanted sheets changed and the apartment cleaned. Staff coordinated access, a $70 cash payment and reimbursement through Bella Klein. The combination establishes occupancy reported by staff and an expense workflow, rather than merely a speculative future invitation.
The March 4, 2019 instructions again coordinated cleaning of the apartment used by Barak. The same thread separately scheduled work in apartment 2G and at the townhouse. It shows continuing management by Epstein’s staff; it does not establish who was present during cleaning or who owned the units.
Drop Site’s ownership reporting distinguishes the apartment’s ownership through a company connected to Mark Epstein from Jeffrey Epstein’s practical control. That distinction matters: staff shorthand referring to an apartment by a guest’s name is not a deed, lease or ownership finding. The apartment should also remain separate from the townhouse visited in the January 2016 photographs.
| Place | Relevant record | Necessary distinction |
|---|---|---|
| 301 East 66th Street | Apartment viewing and subsequent household arrangements | A building address, not the townhouse |
| Apartment 11J | Cleaning approval for Barak and Nili | Use does not establish ownership |
| Apartment 2G | Separate cleaning and guest preparation | Do not merge occupants across units |
| The Manhattan townhouse | Separate photographic record of Barak entering | Other visitors do not establish a shared event |
Security controls and a postponed meeting
Nili’s January 15, 2016 alarm message described two devices near the television and six window sensors. She explained that Rafi at the consulate could remotely disarm the system for authorized entry. The text concerns an alarm and access procedure; it does not identify recording cameras, intercepted communications or a sexual blackmail system.
The January 2017 access correspondence identifies Rafi Shlomo as director of protective service for Israel’s UN mission and New York consulate. Epstein’s staff supplied employees who might need apartment access; Shlomo requested full names and identification photographs. The exchange supports organized security screening, without demonstrating what checks were actually completed.
Epstein’s February 6 approval permitted his assistant to meet Shlomo about apartment management and staff entry. The February 8 update then postponed that meeting, with Groff removing it from her schedule. Approval should therefore not be reported as proof that the meeting occurred on February 14.
The security reporting notes the ordinary protective arrangements available to former Israeli leaders. Such context helps explain why officials appeared in household correspondence. It does not settle every operational question, but the presence of state protection alone cannot establish an intelligence relationship.
Introductions that did not happen as planned
The July 2012 scheduling exchange records Nili proposing a meeting before departure from New York. Epstein replied that he would not arrive until the evening and asked to be told if their departure changed. The correspondence documents a scheduling conflict, not a completed meeting.
The June 3, 2013 exchange corrected an expectation that Jes Staley would dine with Epstein and Barak that evening. Staff first said it would not be dinner with Barak, then cancelled the evening altogether because of Henry Kissinger’s birthday event. A proposed Wednesday alternative met a reply that Staley was leaving for Italy.
The February 2019 Bannon invitation proposed breakfast the next morning. Barak accepted, but Epstein subsequently said Bannon had cancelled because he was unwell in Washington. Epstein offered Barak another visit or a telephone conversation. The record establishes the attempted introduction and changed plan, not a completed breakfast with all three men.
Business context for continuing access
The March 16, 2015 wire memorandum instructed Southern Trust Company to send $1 million to ERGO Ltd., with Reporty Investment as the reference. It is a payment instruction bearing financial processing markings, not by itself a complete recipient bank statement.
The following day’s legal correspondence described ERGO as owned by Barak and intended to become the general partner of a partnership investing in Reporty. It said $1 million had already been funded, while terms for a further $500,000 and the investment structure remained under discussion. These records document an investment relationship and a reason for sustained contact; they do not identify a payment for sex.
The separately reported Wexner payments concern $2.3 million paid for work commissioned between 2004 and 2006. They are distinct from the 2015 Reporty investment. Combining the figures would obscure different payers, dates, purposes and legal questions.
The 2016 press inquiry sent to Barak
Epstein’s March 7, 2016 forwarding email sent Barak a journalist’s proposed story about young women visiting Epstein and a fur hat photograph. The journalist’s claims were allegations submitted for comment; Epstein’s forwarding remark concerned the pictured man. The record shows that the inquiry was sent to Barak, not that he verified the allegations, read the complete message or replied. It is relevant to what information was placed before him, while remaining insufficient to establish knowledge of a particular offence.
The sexual allegation and its provenance
Dershowitz’s November 7, 2019 counterclaim named Barak in paragraph 32 as a man Giuffre had alleged she was forced to have sex with. The same paragraph stated that Dershowitz lacked knowledge of whether those accusations were true. His pleading disputed Giuffre’s credibility as part of his own litigation. It establishes that the allegation was placed in a public court filing, not that the court accepted it or that he witnessed an encounter.
The June 2020 reporting described the dispute over access to sealed depositions and the allegation’s emergence in that litigation. Associates of Barak rejected the use of his name in defending Dershowitz. Their response was reported through Channel 12; it should not be represented as a sworn account by Barak or an adjudication of Giuffre’s allegation.
Epstein’s September 2016 message to Michael Wolff also referred disparagingly to an allegation involving Barak on an aircraft with security personnel. Epstein was advocating his own account to a writer. That message neither verifies the alleged encounter nor provides independent exoneration.
The reviewed records do not supply a verified proposal by Epstein to provide a woman to Barak, a documented acceptance of such an offer or a completed sexual encounter established by independent evidence. That limited finding must sit alongside the reported allegation, rather than erase it. A search that finds no such arrangement is not proof that none ever existed.
| Evidence category | Supported conclusion | Limit |
|---|---|---|
| The counterclaim | A sexual allegation naming Barak was relayed in litigation | Adversarial pleading; not a court finding |
| The model photograph clipping | A captioned meeting photograph appears in the release | No sexual act or arrangement depicted |
| The separate appointments | Barak and women appeared in one daily schedule | Different times; no established shared encounter |
| The pilot’s recollection | Visoski remembered an earlier flight | Qualified memory rather than exhaustive proof |
What Barak said and when
The July 2019 interview reporting quoted a broad denial of meeting Epstein in the company of women or young girls. The later documentary record requires precise distinctions among social contact, staff contact, accompanying spouses and improper conduct. A blanket formulation should not be silently substituted for a narrower denial.
The May 2023 reporting recorded Barak’s more specific denial of participation in improper events or meeting girls, minors or adult women in an improper context. He said his wife often accompanied visits and that his two flights on Epstein’s plane included his wife and security. Those recollections should be attributed to him rather than used as a replacement for booking changes, flight logs or contemporaneous passenger records.
The February 2026 interview account reported regret about meeting Epstein, acknowledgment that his judgment warranted scrutiny and a continuing denial of witnessing inappropriate behaviour. Regret over the relationship is not an admission to the sexual allegation. Equally, his denial does not invalidate the independently documented hospitality and business arrangements.
Legal status and the separate financial complaint
The March 17, 2026 report describes a March 1 police complaint by Likud lawmaker Avihai Boaron and LAVI concerning the Wexner Foundation payments. It reports that the High Court had rejected an earlier petition after the attorney general declined investigation, citing Barak’s private citizen status and limitation periods. The new complainants alleged misleading disclosures about Epstein’s role. These are their allegations, not findings of bribery or proof of a sexual offence.
The foundation’s response said Barak had supplied one manuscript and an outline of a second, was paid in full and that the payments appeared in its tax filings. JNS reported that Barak declined comment on the new complaint. The article documents a request for investigation, not a charging decision.
As of October 1, 2026, the sources reviewed for this account do not identify a criminal conviction, criminal charge or civil judgment establishing that Barak participated in Epstein’s sexual abuse. The existence of an allegation must not be rewritten as a conviction; the absence of a located charge must not be rewritten as a judicial clearance. The separate financial complaint has a different subject and evidentiary path.
Evidence limits
- A calendar or reservation records an intention. Later cancellations and participant acknowledgments determine whether stronger claims are justified.
- Staff labels identify the apartment’s user in context. They do not establish title, rent, a tenancy agreement or the financing of every service.
- Women in separate appointments or photographs cannot be combined into a gathering without evidence of overlapping presence. Unidentified private people should not be named or classified as survivors from appearance alone.
- An English email is quoted in its original language. Public interview statements discussed here rely on the cited English reporting of Hebrew interviews; no new independent translation is asserted.
- Duplicate exports and quoted earlier emails preserve one underlying exchange. They are not independent witnesses or additional corroboration.
- Released files include press clippings, allegations and correspondence as well as investigative records. Inclusion in an official disclosure does not turn the contents of every document into an official finding.
Open questions
- Can contemporaneous transport, security or hotel records establish the completed movements and duration of the December 2014 island visit or visits?
- What records show which proposed flights actually operated, and who was aboard each completed leg?
- What agreements governed the apartment’s occupancy, reimbursement and continuing security arrangements?
- Can original photographic metadata clarify the date, place and participants in encounters currently documented only by captions or undated images?
- What primary testimony and corroborating material support or contradict the sexual allegation relayed in the counterclaim?
- Has the March 2026 financial complaint produced a publicly documented police or prosecutorial decision?
